Ukrainian Foreign Minister Andrii Sybiha hosted his Belgian counterpart Maxime Prevot in Kyiv on Tuesday for talks that underscored the grim reality of conflict, as the two officials were compelled to meet in a bomb shelter amidst an air alert over the capital. Foreign Minister Sybiha highlighted the ongoing threat, stating on X, "Due to Russian drones attacking our capital, we held our talks underground in the @MFA_Ukraine bomb shelter", a daily experience for millions of Ukrainians now shared by their Belgian guests. Images posted by Sybiha depicted the ministers in a confined, windowless room, emblematic of Kyiv's frequent air raid sirens, a constant feature since Russia's full-scale invasion in February 2022.

During their subterranean meeting, Sybiha extended Ukraine's "solidarity" to Belgium concerning the recent devastating wildfires and offered assistance. He also provided an update on the front-line situation against Russian President Vladimir Putin's invading forces and expressed profound gratitude for Belgium's unwavering support throughout the conflict, which has cumulatively exceeded €4.6 billion. Specifically, Sybiha lauded the more than €1 billion in military aid provided this year, both bilaterally and through multilateral initiatives like NATO's Prioritised Ukraine Requirements List (PURL). PURL serves to facilitate the acquisition of military equipment and munitions from the US by allied and partner nations, with allies having committed over $6 billion in defense equipment funding for Ukraine via the scheme by June 2026.

Belgium's commitment to Ukraine extends beyond financial aid, encompassing crucial training programs for Ukrainian troops, as well as F-16 pilots and technicians. Further solidifying this support, Belgian Defence Minister Theo Francken announced in June that Brussels would significantly increase its assistance, committing to deliver seven F-16 fighter jets to Ukraine in 2026. Francken also indicated a potential future proposal to send all Belgian F-16s to Ukraine, contingent on Belgium receiving its F-35 jets first.

The diplomatic meeting in Kyiv unfolded against a backdrop of continued Russian aggression. On the same day, Russian missile strikes targeted a village in the Kharkiv region of Ukraine, resulting in at least 10 fatalities and 18 injuries. Oleh Syniehubov, head of the Kharkiv Regional Military Administration, reported that the attack on Pechenihy also inflicted damage on 10 houses, numerous cars, and shops. Russian forces employed two Banderol cruise missiles in these deadly strikes, further illustrating the ongoing humanitarian cost of the conflict.
