Zambia Police Summon Mundubile, Zulu Over Alleged National Security Threats

The Zambia Police Service has summoned Tonse Pamodzi Alliance presidential candidate Brian Mundubile and lawyer Makebi Zulu for questioning over alleged activities authorities say could threaten national security.

Inspector General Graphel Musamba said formal call-out notices had been served through their legal representatives as police and other security agencies investigate what they described as serious national security concerns.

Musamba said investigators are seeking to establish whether the two men are connected to various “alarming activities” allegedly linked to premises owned, managed or associated with them.

Authorities also said Mundubile and Zulu had sought refuge under international law with an international organisation, while assuring that the government had communicated with the organisation and guaranteed their right to due process and fundamental human rights.

The police warned that other individuals with relevant information could also be summoned and urged those called upon to cooperate, while cautioning against harbouring or assisting persons of interest. Police said investigations into suspected terrorism and terrorist financing were ongoing and warned that those found facilitating such activities could face criminal sanctions.

The summons come amid heightened political tensions following Zambia’s August 13 general election, with political actors challenging aspects of the electoral process through legal channels.

Zambian law contains provisions addressing treason, unlawful drilling, unauthorised recruitment for armed service and activities linked to terrorism, although the specific allegations against Mundubile and Zulu have not been established in court.

As investigations continue, Musamba urged citizens to remain law-abiding and maintain peace, while emphasizing that national security functions are constitutionally assigned to the country’s recognised security institutions.
