FBI Foils Shocking Plot: Woman Allegedly Planned to Bomb NYS Capitol
An Albany woman, Jessica Bowie, who pledged allegiance to ISIS, has been arrested for plotting to bomb the New York State Capitol and kill lawmakers. Federal prosecutors detailed her communications with an FBI agent, purchases of bomb-making materials, and visits to the Capitol, culminating in her apprehension after receiving an inert explosive device. Bowie also allegedly planned future attacks, including one in Times Square.An Albany woman, identified as Jessica Bowie, 35, who converted to Islam five years prior and pledged allegiance to the Islamist terrorist group ISIS, was arrested and charged with plotting to bomb the New York State Capitol building and assassinate state lawmakers. Federal prosecutors announced the charges on Thursday, detailing how Bowie communicated her extremist intentions and sought assistance in her plot.
According to a criminal complaint filed in the U.S. District Court for the Northern District of New York, Bowie told a confidential FBI source about her support for ISIS and requested help in learning how to construct explosives. First Assistant U.S. Attorney John A. Sarcone III underscored the severity of the allegations, stating, "That someone would harbor such hatred toward our way of life and seek to target the New York State Capitol and New York State senators. That's an attack on democracy itself, and one we will not tolerate."
Bowie made her initial appearance in federal court on Thursday, facing charges of attempting to provide material support to a designated foreign terrorist organization. She was arraigned in Albany and ordered held without bail, currently detained at the Schenectady County jail. The Albany Federal Public Defender's office, assigned to represent Bowie, has not yet commented on the case.
For approximately a month, Bowie engaged in communications through an encrypted messaging application with an individual she believed to be an ISIS facilitator. This individual was, in fact, an undercover FBI agent. During these exchanges, Bowie outlined her plans to attack the Capitol before intending to flee to Syria. Authorities also revealed that Bowie made several visits to the State Capitol grounds, photographing the building as part of her reconnaissance.
In messages cited in the complaint, Bowie explicitly stated her desire: "I want to destroy as much of the building as possible and kill the senators while they are meeting." She later reiterated her intention to carry out the attack "on a day when the most amount of senators are there" and to "ideally destroy as much of the building as possible." Her plan involved posing as a food delivery worker to infiltrate the building with the explosive device. Disturbingly, Bowie allegedly indicated that if successful, she would "come back in the future and do more," including an attack on New Year's Eve in Times Square.
Prosecutors further disclosed that after converting to Islam five years ago, Bowie pledged an oath to ISIS and adopted the name "Aisha Saif." On August 5, she purchased bomb-making materials from a Home Depot, including a large plastic bin filled with nails. For the subsequent two weeks, she continued plotting with informants. On Wednesday, these informants provided Bowie with an inert explosive device and a handgun, along with instructions on how to detonate the bomb. She was arrested shortly thereafter.
Tremaroli, another prosecutor, emphasized the seriousness of the plot, stating, "Make no mistake: Miss Bowie’s plot was serious. It was dangerous." Following her interview with FBI agents, Bowie reportedly told them, "There's no helping me. You guys know enough. There's no helping me. I'm ... going to prison for the rest of my life." Governor Kathy Hochul released a statement assuring the public that "while there is no immediate threat at this time, we will continue working closely with our law enforcement partners to protect New Yorkers and keep our communities safe."
