Kenya's Presidential Security Scandal: Ruto's Elite Guard Implodes Amidst 'Ethnicised' Graft Claims After Breach

A significant security breach involving President William Ruto during a public address in Kilifi County has ignited a fierce political debate and triggered immediate, high-level administrative overhauls within the nation's elite security apparatus.
The incident, which occurred during a thanksgiving service for Youth Principal Secretary (PS) Fikirini Jacobs in Ganze, Kilifi, on Sunday, May 24, 2026, saw an unidentified individual bypass the President’s protective detail and walk directly onto the stage while the Head of State was speaking.
Although the man was swiftly neutralized and removed by security personnel, the lapse has been labeled a matter of grave national concern.
Former Deputy President Rigathi Gachagua launched a stinging critique against the government following the breach, warning that any failure to protect President Ruto risks plunging the country into an unprecedented national crisis.
Speaking during a press briefing, Gachagua emphasized that while the political opposition intends to oust President Ruto through democratic means, his physical safety remains paramount for national stability.
He asserted that he felt compelled to break his usual silence on VIP security due to the seriousness of the Kilifi incident, stating, “His security and wellbeing is a very important ingredient of our political stability… He must be safe,” and cautioning that any harm to the President would trigger a political and social crisis of immense magnitude.
Gachagua did not shy away from attacking the leadership of the Ministry of Interior and National Administration, directly criticizing Cabinet Secretary Kipchumba Murkomen as “naive, childish, and juvenile.”
He argued that the critical security docket is being mismanaged by politically ambitious individuals and claimed that top security chiefs face difficulties briefing the CS due to his perceived lack of administrative depth.
Gachagua further suggested that in a functioning democracy, both CS Murkomen and Inspector General of Police Douglas Kanja should have already resigned over the security lapse.
Beyond the political leadership, the former Deputy President leveled serious allegations against the internal management of the Presidential Escort Unit (PEU), claiming the elite unit is demoralized, highly “ethnicised,” and riddled with operational corruption.
He cited widespread frustrations among junior officers regarding unpaid allowances and disturbing claims of forced kickbacks to senior commanders.
Gachagua urgently called for the government to settle all outstanding dues owed to the presidential detail and implored President Ruto to allow professionals to manage his protection without political interference.
Furthermore, Gachagua dismissed the recent public apology from UDA Secretary General Hassan Omar over controversial remarks, alleging it was disingenuous and part of a coordinated political script orchestrated at State House, Mombasa.
In response to the incident, the National Police Service (NPS) immediately launched an urgent, high-level investigation.
Inspector General of Police Douglas Kanja announced the formation of a specialized team to conduct a “swift, thorough, and uncompromising inquiry” into how the breach occurred, reiterating that the President’s security is a matter of national security and threats would be handled with utmost force.
He also issued a strong warning to the public about the non-negotiable requirement for strict adherence to security protocols at VIP functions.
The fallout from the Kilifi incident led to immediate and sweeping structural changes within the Presidential Escort Unit (PEU) and the elite Recce Squad.
Deputy Inspector General of Police Eliud Lagat announced a radical administrative overhaul designed to seal vulnerabilities.
This restructuring included the removal of Mr. Noah Kirwa Maiyo from his role as Commandant of the PEU, with his transfer to the Kenya Police Headquarters under the Vigilance Department.
Mr. William Sawe, previously the Commanding Officer of the elite Recce Sub-Unit, was promoted to become the new PEU Commandant.
Additionally, Mr. Juda Mathews Gwiyo, the long-serving Deputy Commandant of the PEU, was directed to proceed on leave pending his retirement from service.
These rapid and severe changes underscore the government’s zero-tolerance stance on lapses in presidential security and its commitment to permanently reinforce the Head of State’s protective detail.
