Standing since 1957, the Lovell Telescope is the world's third largest steerable radio telescope. Its historical significance is immense; in 1966, it received the first images from the Moon's surface, and during the Cold War, it played a crucial covert role by providing a four-minute warning of potential nuclear attacks for five years. In subsequent decades, the observatory has been instrumental in studying distant galaxies and discovering celestial phenomena such as black holes, quasars, pulsars, and gravitational lenses.
Today, the Lovell Telescope serves as the lead instrument in the e-Merlin array, a sophisticated network of seven telescopes spanning over 135 miles across Great Britain. These telescopes, connected by a high-speed optical fibre network, function as a single giant telescope, delivering clear images of space comparable only to the Hubble telescope. They are designed to detect faint natural radio emissions from stars and galaxies, contributing significantly to deep space scientific research and acting as key radar research.
However, UK Research and Innovation (UKRI), which includes the Science and Technology Facilities Council (STFC) and provides funding, announced on Monday that e-Merlin will no longer be prioritised for funding after its current agreement concludes in March 2028. The annual grant for the facility is approximately £2.8 million.
Bosses at the University of Manchester, which manages the observatory, have stated that this funding cut would effectively end the Lovell Telescope's role as an 'active scientific instrument for radio astronomy' by March 2028 (or April 1, 2028). The decision also threatens 28 jobs directly supported by the e-Merlin grant, with an estimated knock-on effect potentially impacting around 3,000 scientists in total.
The announcement has sparked strong reactions. Greater Manchester MP Graham Stringer, a long-serving member of the Government's Science and Technology Select Committee, expressed outrage. He emphasized that Jodrell Bank 'has to be saved,' challenging Greater Manchester Mayor Andy Burnham to reverse the budget cuts, arguing it would be the 'first test' of the Mayor's commitment to 'rebalancing the country' and the 'No 10 in the North' initiative. Stringer also critiqued what he believes is a broader policy under a previous Labour regime, leading to a 'stripping of scientific excellence' from the north in favor of the 'golden triangle' of elite universities in Oxford, Cambridge, and London.
Professor Sarah Sharples, Vice President and Dean of Science and Engineering at the University of Manchester, affirmed that without alternative funding, the Lovell Telescope would cease to be an actively functioning scientific facility for radio astronomy from March 2028. The University is 'extremely actively' pursuing alternative funding sources from government, industry, charities, and philanthropy.
Macclesfield MP Tim Roca, whose constituency hosts the observatory, acknowledged public concern but stressed that Jodrell Bank is not closing, and scientific work at the site will continue. He highlighted that funding for e-Merlin astronomy is secured until 2028, and alternative funding options are being explored. Roca also confirmed that STFC's investment in the Square Kilometre Array Observatory (SKAO) headquarters at Jodrell Bank, which significantly benefits the University of Manchester and the North West, remains a high priority and will continue.
STFC defended its decision, citing a rigorous, evidence-based prioritisation process to focus investment on areas delivering the greatest long-term scientific capability, impact, and value for the UK, while maintaining a sustainable Particle Physics, Astronomy, and Nuclear Physics (PPAN) portfolio. The council attributed the cuts, which amount to a 2.7% reduction in the PPAN budget over four years, to increased costs from energy, unfavorable foreign exchange fluctuations, higher staffing costs, and an expanded portfolio of activities.
