FG Unveils $220M Youth Employment Plan to Tackle Joblessness

The Nigerian Federal Government has announced a significant investment of $220 million to create employment opportunities for young Nigerians through the second phase of the Nigeria Jubilee Fellows Programme (NJFP) 2.0. The initiative was formally launched in Abuja by Vice-President Kashim Shettima, who emphasized its aim to equip high-potential graduates with essential work experience, training, and mentorship to enhance their employability.
The NJFP 2.0 is a collaborative effort spearheaded in partnership with the European Union (EU) and the United Nations Development Programme (UNDP). It is designed to bridge the crucial transition gap between academic learning and professional earning for thousands of young Nigerian graduates who possess education but often lack access to practical career pathways. This strategic program seeks to transform Nigeria’s demographic strength into productive economic power by connecting talented youth with real-world experience and encouraging strong private sector participation.
A core focus of NJFP 2.0 is to align graduate skills with the evolving demands of emerging market sectors. These include critical areas such as technology, energy, agriculture, and the creative industries, ensuring that participants are well-prepared for the jobs of the future. Vice-President Shettima reiterated the administration's determination to institutionalize the program, embedding it within Nigeria’s national planning and budgeting frameworks. This commitment aims to ensure its long-term sustainability, extending its impact beyond initial donor funding and securing its place as a key component of the national development agenda.
To ensure sustainability, partners from the private sector, development community, and donor ecosystem have been called upon to join in building the NJFP Basket Fund. The immediate goal is to raise the $220 million not merely as charity, but as a strategic investment in Nigeria's most valuable asset — its young people. This call for national participation underscores the belief that youth employment is a shared responsibility, where pooled resources and aligned intentions can create a powerful multiplier effect that benefits the entire economy.
Inclusivity remains a cornerstone of the NJFP 2.0 design, recognizing the diverse realities of young Nigerians across different regions, genders, and social backgrounds. The program intends to reach every corner of the country, strategically aligning placements with the sectors that will define Nigeria's economic future. The Minister of Youth Development, Comrade Ayodele Olawande, described NJFP 2.0 as a continuation of the Federal Government's successful youth empowerment efforts, assuring that it will build on past progress to achieve its long-term goal of placing 100,000 youths in jobs within five years.
The first edition of the NJFP, launched in September 2021, successfully connected graduates to one-year paid internship placements across private and public sector organizations, targeting over 20,000 fellows nationwide. This initial phase provided on-the-job experience, digital skills training, and career mentorship. According to the National Bureau of Statistics (NBS), Nigeria’s unemployment rate, which had increased to 5.3 percent in Q1 2024, later declined to 4.3 percent in Q2 2024, highlighting the ongoing need for such initiatives.
Contributions and acknowledgements came from various stakeholders during the launch. Ms. Elsie Attafuah, the Resident Representative of the UNDP in Nigeria, noted that the vision behind NJFP has already resulted in over 40,000 Nigerians being placed in various economic sectors and stressed the critical need for millions more to access this platform. EU Ambassador to Nigeria, Gauthier Mignot, expressed the EU's anticipation for NJFP 2.0's integration into Nigeria’s governance framework to ensure sustainability. Abubakar Suleiman, CEO of Sterling Bank, in his keynote address, emphasized that with proper opportunities like those offered by NJFP, millions of Nigerians could perform jobs currently outsourced to foreign companies. He urged authorities not to overlook graduates seeking meaningful employment.
Vice-President Shettima expressed optimism that NJFP 2.0 will become a success story of how Nigeria transformed its demographic advantage into a generation of productive citizens, creating jobs, building enterprises, and shaping the nation’s future. He affirmed that young Nigerians are ready to build if given the opportunity.
