Agyepong's Bold Bid: NPP Flagbearer Hopeful Vows Judicial Overhaul & New Dawn for Ghana

Ing. Kwabena Agyepong, a prominent flagbearer hopeful for the New Patriotic Party (NPP), has unveiled his comprehensive six-pillar policy framework, dubbed the "New Dawn Agenda," ahead of the party's January 31, 2026 presidential primaries. Speaking on Tuesday, January 20, Agyepong positioned himself as the candidate to restore hope, enhance governance, and drive inclusive development across Ghana, emphasizing the critical need for party unity.
Agyepong candidly acknowledged that the NPP is currently "not in a good place" and warned that internal divisions threaten its electoral fortunes in the 2028 general elections. He urged delegates to view the upcoming primary as a responsibility to safeguard the party's founding principles, describing the contest as a "battle for the party's soul." He called for choices that reflect unity, integrity, and a strategic national vision, cautioning against allowing personal loyalties to compromise the NPP's core values. Agyepong stressed that the party's strength lies in solidarity and presented himself as the leader best suited to unite all members and restore harmony, ensuring the party remains focused on securing victory in 2028.
Central to his "New Dawn Agenda" are several key reforms and policy proposals. Under the pillar of "Restoring Meritocracy and Professionalism in Public Service," Agyepong has pledged significant judicial reforms. He proposes abolishing the mandatory retirement age of 70 for Supreme Court judges, allowing them to serve until they are medically unable to discharge their duties. This reform, which would also involve capping the Supreme Court at 11 judges after stakeholder consultations, aims to curb presidential influence in judicial appointments and strengthen the independence of the judiciary, ensuring judges serve based on ability rather than arbitrary age limits.
The "Land Reform, Youth Empowerment, and Modern Agriculture" pillar outlines a comprehensive land reform program designed to address perennial land litigation and strengthen property ownership. Agyepong's administration would prioritize efficient, transparent, and accessible land title registration to reduce protracted legal battles, unlock capital, and create personal wealth. This pillar also includes linking youth-led environmental programs with land reclamation and fostering a modern, climate-smart agricultural sector where farming is respected as a dignified profession.
Under "Fiscal Discipline and Value for Money," Agyepong committed to rationalizing government expenditure by making a "sacred vow" to complete all ongoing public projects before initiating new ones. This approach, he argued, would ensure value for money, strengthen accountability, and restore public confidence in government delivery by eliminating abandoned hospitals and uncompleted roads. He also plans to institutionalize a culture of maintenance across public infrastructure, ensuring every cedi is spent for the benefit of Ghanaians.
The pillar of "Urban Regeneration, Rural Renewal, and Environmental Protection" addresses Ghana’s rapid and often unplanned urban growth. Agyepong plans to enforce spatial planning, collaborating extensively with built environment professionals like architects, engineers, and urban planners to transform chaotic urban sprawls into well-planned, livable cities. Concurrently, his vision includes revitalizing rural communities with modern amenities, infrastructure, social services, and economic opportunities to improve livelihoods and reduce excessive migration to urban centers, promoting balanced national development.
Further proposals under the "Restoring Meritocracy and Professionalism in Public Service" pillar include capping the cabinet at 19 ministers with an equal number of deputies, ensuring appointments and promotions are strictly merit-based. His "National Trade Licence Regime" seeks to integrate the informal sector into the formal economy through supportive incentives rather than punitive measures. Finally, the "Empowering Creative Arts and Reigniting Sports" pillar promises strict copyright enforcement to benefit creative professionals and focus on sports development, particularly in football, athletics, and boxing, to restore national pride in arts and sports. Agyepong's "New Dawn Agenda" is presented as a response to years of demoralizing policies, designed to reverse negative trends, create opportunities, and modernize Ghana.
