Zambia's Election Fever: PF Endorses Presidential Candidate Amidst Nomination Races

Recent political developments in Zambia highlight the strategic maneuvers of various factions and alliances ahead of upcoming elections, alongside detailed electoral requirements for presidential aspirants. The Patriotic Front (PF) faction, led by Miles Sampa, has taken a precautionary step to ensure its presence in the presidential race by having Mansa Central Member of Parliament, Chitalu Chilufya, pay the K100,000 presidential nomination fee at the Electoral Commission of Zambia (ECZ).
According to Edwin Lifwekelo, the faction's Deputy Secretary General, this move is a safeguard in anticipation of favorable court rulings regarding the party's ongoing legal battles. Mr. Lifwekelo emphasized that the party remains resolute despite judicial challenges, with Dr. Chilufya's expression of interest signaling confidence that legal disputes will be resolved prior to nomination day. This proactive measure aims to prevent a scenario where the party is cleared to contest but unable to field a candidate due to procedural delays, and Dr. Chilufya was selected in the interest of time, owing to his experience in the health sector.
For any aspiring presidential candidate, the nomination process in Zambia is rigorous, requiring a comprehensive set of documents and adherence to specific regulations. The Electoral Commission of Zambia mandates a duly completed Nomination Form (Form GEN 2) accompanied by a receipt proving payment of the prescribed election fee, which must be paid solely by the presidential candidate. Furthermore, each presidential candidate must garner support from at least 100 registered voters from each of Zambia’s provinces, totaling 1,000 supporters nationwide.
Additional essential documents include an affidavit attesting to the candidate's qualification for election as President, sworn before a Commissioner for Oaths (Form Gen 4). Candidates must also provide original and certified copies of their National Registration Card and Voters Card, along with a Grade Twelve certificate or its equivalent, verified by the Examinations Council of Zambia (with Zambia Qualifications Authority determining equivalence). A statutory declaration of assets and liabilities (Form GEN 5) with an attached typed statement, a valid Tax Clearance certificate or proof of tax payment arrangements, and an Adoption Certificate (if sponsored by a political party) are also mandatory. Finally, a declaration of compliance with the Electoral Code of Conduct (Form Gen 6) and an aspiring candidate's photograph measuring 32 x 25 mm on a clear/uniform background complete the submission. Comprehensive qualifications are detailed in Article 100 of the Constitution of Zambia (Amendment) Act No. 2 of 2016, Section 30 of the Electoral Process Act No. 35 of 2016, and Regulation 11 of the Electoral Process (General) Regulations.
Similar detailed requirements apply to running mates, including a duly completed Nomination Form (Form GEN 3), an affidavit of qualification, identification documents, academic certificates, a declaration of assets and liabilities, tax clearance, and an adoption certificate if sponsored by a political party. These also necessitate a declaration of compliance with the Electoral Code of Conduct and a specific photograph.
In a separate political development, the PF Pamodzi Alliance in Livingstone Constituency has chosen to align with the Resolute Party as its electoral platform for the upcoming general elections. Thomas Kabanda, the Alliance's Livingstone Constituency Chairperson, announced that this decision followed extensive internal consultations. The Resolute Party's symbol, a bag, was highlighted as representing every household and symbolizing the effective management and equitable distribution of national resources.
Mr. Kabanda and Mwewa Chilufya, the Alliance's Livingstone District Media Director, articulated the alliance's vision to ensure national resources are made accessible and visible to the people, contrasting it with the current situation where resource announcements often do not translate into tangible benefits for citizens. They emphasized that the leadership under Mr. Makebi Zulu is founded on principles of unity, teamwork, and the inclusion of all citizens, including youths, women, and the elderly.
