Uganda's Wildlife Crisis: Illegal Grazing Devastates Tourism & Drives Exodus in Karamoja
Continuous grazing of cattle within protected areas in Uganda's Karamoja region is severely impacting wildlife conservation efforts and jeopardizing the area's tourism potential. Officials from the Uganda Wildlife Authority (UWA) have expressed alarm over the situation, particularly in the Pian Upe Wildlife Reserve and Bokora-Matheniko Wildlife Reserve, where large herds of livestock have been deliberately moved into the conservation zones by pastoralists.
The influx of domestic animals is forcing wild animals to abandon their natural habitats, leading to significant frustration among tourists who visit these reserves expecting to see wildlife. Mike Okiring, the acting warden for Matheniko-Bokora Wildlife Reserve, highlighted how UWA staff frequently face criticism from visitors who encounter vast numbers of cattle instead of the wild species they paid to observe. He noted that while other game parks are dedicated to wildlife, Karamoja's conservation areas are often overrun by livestock. Okiring stated that conditions in Pian Upe are gradually improving thanks to joint security interventions, but the problem remains pervasive in Matheniko-Bokora, despite its capacity to support substantial wildlife populations.
The situation was exacerbated by a directive from President Yoweri Museveni during political campaigns in Nakapiripirit and Nabilatuk districts, and later reiterated to Karamojong elders in Soroti. President Museveni suggested that herdsmen could graze within conservation areas while authorities explored coexistence strategies, also raising concerns about the extensive land UWA occupies. This political pronouncement has significantly hindered enforcement efforts, according to Besie Ajilong, the Nakapiripirit Resident District Commissioner. Ajilong reported a surge of herdsmen, including those from West Pokot in Kenya and Amudat District, grazing in the conservation area, with people citing the President's resolutions as justification for their refusal to leave.
Operational challenges further complicate UWA's ability to manage the reserves. Okiring noted that only 43 personnel are tasked with manning all districts neighboring the Matheniko-Bokora Wildlife Reserve. Rangers are often spread thin, with outposts typically having a maximum of four rangers, severely limiting their capacity to conduct effective operations. Furthermore, district leaders have been criticized for unilaterally allocating parts of game reserves for community projects, such as boreholes and dams, without consulting UWA. Okiring stressed the importance of seeking prior permission from UWA for any development projects within protected areas to allow for proper impact assessments.
The displacement of wildlife into community areas has led to a worrying increase in human-wildlife conflict. Stray animals are destroying crops and, in some tragic instances, killing people, which exacerbates food insecurity and poverty among local communities. Meri Jino, the outgoing LC5 Chairperson of Kaabong District, lamented the unfulfilled promises of government compensation for crop losses, noting that animals continue to attack communities. He cited stray elephants currently traversing communities, deterring cultivation even as the rainy season concludes. Jino urged the government to expedite the electric fencing of Kidepo Valley National Park to protect both lives and property.
Okiring acknowledged human-wildlife conflict as a national issue and confirmed the government has a compensation program. He advised communities to promptly report stray animals to the nearest UWA station for assessment and documentation to facilitate the compensation process. While about 27 kilometers of electric fencing have been completed around Kidepo Valley National Park, a significant portion remains unfenced, allowing animals to continue moving into populated areas and perpetuating the conflict.
