Tensions betweenThailand and Cambodia have escalated amidst various disputes, encompassing allegations of assassination plots, controversies surrounding prisoners of war, and persistent border issues marked by alleged landmine violations and territorial encroachment. Thailand's Ministry of Foreign Affairshas firmly rejected recent claims circulating on social media, alleging that Thailand is planning to assassinate Cambodian leaders Hun Sen and Hun Manet. These accusations, made by Cambodia’s Minister of Informationciting foreign intelligence, were called entirely unfounded by Nikorndej Balankura, Director-General of the Department of Information and Spokesperson for the Ministry of Foreign Affairs. Nikorndej emphasized that such false news undermines diplomatic efforts, particularly while both sides are engaged in General Border Committee (GBC) discussions aimed at peaceful resolution.

A significant point of contention remains the detention of 18 Cambodian soldiers. Thailand asserts its right to hold these prisoners of war (POWs) under international law, stating they will be repatriated only once a ceasefire and hostilities have clearly and fully ended. Royal Thai Army spokesman Maj Gen Winthai Suwaree clarified that Thailand’s actions comply with international legal and humanitarian principles, specifically the Geneva Conventions, contrary to Cambodian claims of illegal detention. He noted that allied countries and international organizations, including the International Committee of the Red Cross (ICRC), understand the situation and have been allowed to visit the detainees. The ICRC, for instance, inspected the detainees' conditions on August 5, reinforcing Thailand's adherence to established international norms regarding POWs.

The border conflict is further complicated by alleged landmine use and territorial disputes. A specific incident was cited as a clear violation of theOttawa Conventionon landmines, occurring just two days after Cambodia rejected Thailand’s proposal for joint landmine clearance during a GBC meeting in Kuala Lumpur. Thailand has taken diplomatic action, with its ambassador to the UN in Geneva sending a protest letter to the chair of the Ottawa Convention, and the ambassador to the UN in New York requesting action against Cambodia for violating the treaty.

The Royal Thai Army (RTA) is set to lead theASEAN Interim Observation Team (IOT)to visit the Thai-Cambodian border to monitor alleged breaches of international law and ceasefire conditions by Cambodian troops. These visits follow earlier successful trips for ASEAN envoys and Ottawa Convention representatives, who witnessed evidence of anti-personnel mines allegedly laid by Cambodian troops and interviewed affected residents in Si Sa Ket province. The ICRC also assessed the humanitarian impact on civilians in Surin, Si Sa Ket, and Ubon Ratchathani provinces, gathering facts for a confidential report to be submitted to both countries, demonstrating Thailand’s commitment to humanitarian protection mechanisms.

Further exacerbating tensions, Thailand has accused Cambodia of betraying Thai hospitality and humanitarian aid by establishing a community on Thai soil at Ban Nong Chan village in Sa Kaeo. Government spokesman Jirayu Houngsub explained that Ban Nong Chan, originally a temporary shelter for Cambodian civil war refugees in 1977, was allegedly used by Cambodia to encroach on Thai territory. Jirayu stated that Cambodian refugees refused to return home, expanding their community on Thai land, and accused the Cambodian government of using its citizens as a "human wall" to provoke border tensions. He insisted that Thailand erected razor wire within its own boundaries to protect its territory from further encroachment and attacks, including from landmines, consistent with GBC agreements. This was in response to an American lobbyist’s claims that Thai troops blocked Cambodians from returning home.

The severity of the situation is also reflected in potential legal actions and the spread of disinformation. Acting Prime Minister Phumtham Wechayachai confirmed that academics might propose suing Cambodian Prime Minister Hun Manet and his father, Hun Sen, in theInternational Criminal Court (ICC)as war criminals. This follows a National Security Council (NSC) resolution to file both criminal and civil lawsuits against them in Thai courts for causing deaths, injuries, and property damage to Thais. Moreover, the Ministry of Digital Economy and Society (DES) reported that eight out of the top ten fake news items last week were false reports related to the Thai-Cambodian border conflict, highlighting a significant issue of disinformation influencing public perception.
