Nigeria & Brazil Forge New Alliance: Petrobras Returns, Direct Flights Launched!

President Bola Tinubu's recent state visit to Brazil marked a significant milestone in revitalizing and strengthening the bilateral relations between Nigeria and the South American nation, culminating in a series of landmark agreements and Memoranda of Understanding (MoUs). The visit, which included extensive discussions with Brazilian President Luiz Inácio Lula da Silva, focused on boosting trade, connectivity, diplomatic cooperation, and various strategic sectors. A key outcome was the announcement that West Africa's largest airline, Air Peace, will soon commence direct flights from Lagos to São Paulo, a move confirmed by President Lula as an essential step to strengthen societal ties.
A pivotal agreement signed during the visit was the Bilateral Air Services Agreement (BASA) between Nigeria's Minister of Aviation and Aerospace Development, Festus Keyamo, and Brazil's Minister of Ports and Airports, Silvio Costa Filhos. This agreement is set to enhance air connectivity, foster trade, and deepen people-to-people ties. In a related development, President Tinubu acknowledged Brazilian aircraft manufacturer Embraer's efforts in supporting Nigerian airline operations, particularly through the establishment of a service center to serve as a regional hub for essential repairs and maintenance, further solidifying aviation sector cooperation.
Economic cooperation was a central theme, with President Tinubu specifically urging the Brazilian oil giant Petrobras to return to Nigeria after a five-year hiatus. He emphasized Petrobras's critical role in unlocking Nigeria’s vast gas resources and driving economic growth, with President Lula promising a timely revival of the company’s operations. The two nations also solidified economic ties through an MoU signed by Nigeria’s Bank of Agriculture Managing Director, Ayo Sotinrin, and Brazil’s Minister for the National Bank for Economic and Social Development (BNDES), Aluísio Mercadante. This agreement aims to promote trade and investment, harmonize efforts to expand agricultural financing, and facilitate joint projects. Current trade figures indicate Nigeria as Brazil's 49th largest export destination, with trade totaling nearly $2.1 billion in 2024, involving significant exports of sugar and jams from Brazil and imports of fertilizers from Nigeria.
Beyond aviation and energy, comprehensive agreements were reached in science, technology, and innovation. Nigeria’s Minister of Innovation, Science, and Technology, Geoffrey Nnaji, and Brazil’s Minister of Science, Technology, and Innovation, Luciana Santos, signed an MoU covering diverse areas. These include partnerships in biotechnology, bioeconomy, ocean science, innovation ecosystems, energy, space development, digital transformation, and raw materials research, reflecting a shared commitment to scientific advancement and knowledge exchange.
Diplomatic and political relations also received a significant boost. Nigeria’s Minister of State for Foreign Affairs, Ambassador Bianca Ojukwu, and Brazil’s Minister of Foreign Affairs, Ambassador Mauro Vieira, signed an agreement on Diplomatic Training Cooperation. Additionally, an MoU on political consultations was established to strengthen collaboration on bilateral, regional, and global issues, indicating a commitment to coordinated diplomatic efforts.
President Tinubu articulated a broad vision for Nigeria's development, stressing the urgency of moving beyond symbolic ties to concrete economic cooperation. He highlighted Nigeria's potential in technology transfer, food sovereignty, manufacturing, and pharmaceutical production, particularly the manufacturing of generic drugs, an area where Brazil has achieved significant expertise. The President underscored Nigeria's youthful, energetic population and vast natural resources, such as being the 10th largest producer of nitrogen globally, as key drivers for prosperity. He also affirmed that his administration's economic reforms, though initially challenging, are now yielding positive results, bringing more money into the economy, reducing corruption, and opening the currency market for businesses.
President Lula reciprocated the commitment to a stronger alliance, reaffirming Brazil’s dedication to free trade and productive integration. He called for joint action against transnational crime and emphasized cooperation on climate change, expressing anticipation for joint efforts ahead of COP30. Lula also acknowledged the deep cultural bonds between the two nations, describing the launch of direct flights as the start of a “Cultural Renaissance.” He praised Nigeria's readiness to support technology transfer across Africa and reiterated Brazil's support for Nigeria's bid for membership in the G20 and a permanent seat on the United Nations Security Council, highlighting a partnership built on mutual respect and shared values.
Overall, the agreements signed during President Tinubu’s visit represent a major milestone in strengthening Nigeria-Brazil relations, positioning both countries for deeper economic, technological, and cultural cooperation. This renewed partnership is expected to significantly improve direct connectivity and foster greater collaboration between Africa and South America on various fronts.
