Councillor's Dark Secret: Ex-Tory Admits 14-Year Campaign of Drugging and Rape

Philip Young, a former Conservative councillor, has pleaded guilty to 48 serious sexual offenses, including drugging and repeatedly raping his ex-wife, Joanne Young, over a harrowing campaign of abuse that spanned more than a decade, from 2010 to 2024. The father-of-three, 49, made these admissions at Winchester Crown Court today.
Young pleaded guilty to 11 counts of rape, seven charges of sexual assault, and four counts of sexual touching against his former wife, Joanne Young, 48. He also admitted to 11 counts of administering a substance with intent to stupefy her, confessing that he drugged his unsuspecting wife before carrying out the string of assaults. These acts sometimes involved him acting alone, and in several cases, alongside other men. One specific admission included raping his wife with an unidentified man, whom police are still trying to trace, between April and May 2022.
The disgraced business consultant further admitted to 14 counts of voyeurism, which included secretly recording his unsuspecting wife during 'private acts' more than 200 times for his sexual gratification between January 2010 and July 2024. Additionally, he pleaded guilty to publishing 'obscene' material, including non-consensual intimate photographs and videos of Ms. Young, on more than 500 occasions.
Joanne Young, who bravely waived her right to anonymity, was present in Court Two to witness her ex-husband's pleas, supported by her sister and a member of Witness Support. She was the complainant on all counts Philip Young admitted.
While admitting to these extensive charges, Young pleaded not guilty to eight other charges during the hearing. These included multiple counts of possession of indecent images of children (139 allegedly of the most serious category A, and 82 'extreme' images), three counts of making indecent images of children, and one count of possession of prohibited images.
Young's abuse is believed to have begun around 2010, the same year he resigned as a respected Conservative councillor for Swindon Borough Council, where he served as a cabinet member for culture, regeneration, and economic development. He stated at the time that he was stepping down to spend more time with his family, a revelation now cast in a sinister light given the timeline of his confessed crimes. Young, originally from the Ash Brake area of Swindon, is now living in Enfield, north London.
The wider case also involves five other men who appeared alongside Young at Winchester Crown Court in connection with alleged offenses against Joanne Young. These include Mohammed Hassan (37, from Swindon), Norman Macksoni (47, from Sharnbrook, Bedfordshire), Richard Wilkins (61, from Toothill, Swindon), Connor Sanderson-Doyle (31, from Swindon), and Dean Hamilton (47, of no fixed abode/Compton Dundon, Somerset). Macksoni, Sanderson-Doyle, Wilkins, and Hassan pleaded not guilty to their respective charges of rape, sexual assault by penetration, sexual touching, and possession of extreme images. Dean Hamilton, facing charges of one count of rape, sexual assault by penetration, and two counts of sexual touching, is yet to enter pleas. All five men were granted bail and are scheduled to stand trial on October 5.
