COMAC CEO Fuels Firestorm: Gradual Relief Warnings and Govt Delay Questions Spark Controversy

The Ghanaian government recently announced its intention to ease fuel prices by removing some taxes and margins, a decision made following a Cabinet meeting on April 9. This intervention, as stated by the Minister of State for Government Communications, Felix Kwakye Ofosu, is designed to cushion consumers against the backdrop of rising global oil prices, which have been influenced by geopolitical tensions in the Middle East, specifically involving the United States, Iran, and Israel.
However, Dr Riverson Oppong, the Chief Executive Officer of COMAC, has critically questioned the timing of this governmental move. While acknowledging the intervention as "necessary" and "expected" given the industry's month-long advocacy for such measures, he expressed surprise at its belated implementation. Dr Oppong pointed out that the decision comes at a time when the very geopolitical tensions, particularly the "war" in the Middle East, have seen a halt, and international benchmark fuel prices were already showing signs of softening. "I don’t know what to call it, whether expected or surprised…I say 'expected' because I believe we needed this kind of intervention. 'Surprised, because I don’t know why the government would take a decision like this when the war, indeed, today, has been halted," he remarked on PM Express Business Edition on Joy News with George Wiafe.
Despite his reservations about the timing, Dr Oppong welcomed the broader significance of the government's action. He stated that it signals a positive dialogue between the industry and a government that listens and comprehends the profound impact of such decisions on the ordinary Ghanaian. This engagement, he believes, is a step in the right direction.
Crucially, Dr Oppong cautioned consumers to manage their expectations regarding immediate price relief. He stressed that the anticipated downward movement of fuel prices globally, and subsequently locally, would not be instantaneous. Just as it took time for prices to escalate, a similar timeframe should be expected for them to decline, urging patience from the public.
Furthermore, Dr Oppong emphasized the urgent need for clarity from government, specifically from the energy and international ministers, on precisely which taxes and margins are slated for review. He highlighted the controversial "dumsor levy" as a likely candidate for adjustment, foreseeing its potential suspension, possibly for a period of four weeks, to provide some leverage to consumers. He also mentioned that relief on the levy side might involve "a special petroleum tax, or the extra one city that you call the dumsor levy suspended."
Beyond the suspension, Dr Oppong called for greater transparency regarding the "dumsor levy." He expressed a personal desire to hear from the Minister of Finance about the total amount, almost GH¢2 billion, that has accrued from this levy so far and how these funds have been utilized. Such disclosure, he argued, would provide the ordinary Ghanaian with justification for having paid the extra GH¢1, even if the levy is eventually reinstated after a temporary suspension.
Adding to the complexity, Dr Oppong noted that margins for oil marketing companies have already been under significant pressure over the past month due to intense price competition within the industry. While he could not confirm which specific margins the government might cut, he maintained that any relief should ideally go beyond temporary measures and address systemic issues.
