Zelenskyy's Bold Decree: Moscow Allowed Victory Day Parade Amidst Conflict

Ukrainian President Volodymyr Zelenskyy issued a decree allowing Russia’s Victory Day military parade to proceed in Moscow on May 9, 2026, with the tongue-in-cheek condition that no weapons be aimed at Red Square. This proclamation came amidst a confirmed ceasefire between Ukraine and Russia, set to take effect from May 9 to 11. Zelenskyy’s announcement, which humorously stated the "territorial sector of Red Square shall be excluded" from Ukrainian weaponry deployment, was a clear jab at the Kremlin, which had sought a "permit" from Kyiv for the parade while warning of reprisals if the demilitarised anniversary display came under attack. Zelenskyy had previously noted Russia’s fear of drones over Red Square, highlighting the ongoing aerial threats.
The conflict's aerial dimension continued to manifest in various incidents. A large forest fire erupted in the Chornobyl exclusion zone following a drone crash near the defunct nuclear plant. While authorities reported radiation levels were within normal limits, the incident underscored the risks to sensitive sites, with Ukraine having previously accused Moscow of recklessly attacking its nuclear facilities. In 2025, a Russian drone reportedly caused significant damage and a fire to a radiation shell covering a destroyed reactor unit at Chornobyl. Simultaneously, Ukraine’s SBU security service claimed strikes on a Lukoil-owned refinery in Perm, Russia, for the second consecutive day, making it the third such strike in nine days. This attack targeted a key oil processing facility approximately 1,500 km from Ukraine. The SBU also reported hitting an oil pumping station in the same area. Furthermore, Zelenskyy praised a Ukrainian strike on a Russian oil depot in the Yaroslavl region, about 200 km north-east of Moscow. These offensive actions led to the closure of at least 13 airports in southern Russia due to the threat of Ukrainian attacks.
Despite these offensive capabilities, Ukraine’s air defense system faces critical shortages. Air force spokesperson Yuriy Ihnat revealed that launchers assigned to some units are "half-empty" and possess a "limited number of missiles" following Russia’s extensive winter attack campaign. While Ukraine produces its own systems for downing long-range Russian drones, it remains heavily reliant on foreign assistance for missile interception. The extensive use of US Patriot systems in the US-Israeli conflict in Iran has intensified supply pressure on Ukraine, forcing it to request as few as five to ten missiles at a time for systems like Nasams and Iris-T. Russia, meanwhile, has adapted its aerial strategy, increasingly focusing drone attacks on small Ukrainian power substations. Increased drone capacity enabled Russia to disrupt Ukraine’s grid significantly over the past winter, with Ukraine struggling to protect these numerous facilities, often prioritizing limited air defenses for major power plants.
The economic and humanitarian toll of the conflict remains severe. World Bank estimates indicate that Ukraine’s energy sector has suffered approximately $25 billion worth of damage due to Russian bombardment, with the total cost for rebuilding and recovery projected to exceed $90 billion. In a significant humanitarian concern, the World Health Organization (WHO) reported over 3,000 attacks on Ukraine’s healthcare system since February 2022. Eighty percent of these targeted outpatient clinics, hospitals, and other care settings, with the remaining twenty percent impacting ambulances and health-related vehicles. WHO Europe Director Hans Kluge condemned these actions as violations of international humanitarian law, stressing that they "cannot be normalised." The UN further highlighted that 12.7 million people in Ukraine are in need of humanitarian aid.
On the ground, President Zelenskyy visited the frontline in south-eastern Ukraine, where Ukrainian troops have recently regained control over small territories. Despite the announced ceasefire, Zelenskyy noted that "the enemy has not reduced the intensity of its assaults." Conversely, Russia's defence ministry claimed its forces had taken control of the village of Kryva Luka in Ukraine’s eastern Donetsk region, though this report could not be independently confirmed. Both sides continued their drone exchanges, with Ukraine’s air force reporting Russia fired 67 drones overnight, the lowest number in almost a month, while Russia’s defence ministry asserted it had downed 264 Ukrainian drones, claiming its troops were "responding symmetrically."
Diplomatic efforts and international disputes also marked the period. Zelenskyy announced his expectation of US envoys from Donald Trump to visit Ukraine in the coming weeks to restart talks aimed at ending Russia’s invasion. This follows meetings in the US by Ukraine’s lead negotiator, Rustem Umerov, which covered future prisoner exchanges and security guarantees in the event of a peace deal. Separately, Russia complained that Israeli authorities had yielded to Ukrainian pressure by turning away a grain shipment from Haifa port, claiming the grain was stolen from illegally occupied Ukrainian regions. Ukraine countered that the cargo rejection demonstrated the effectiveness of Kyiv’s legal and diplomatic actions.
