Storm signals up as 'Crising' approaches Northern Luzon

TROPICAL Storm Crising is expected to make landfall over the northeastern portion of mainland Cagayan or the Babuyan Islands on Friday night, July 18, 2025, bringing strong winds, heavy rains, and dangerous coastal conditions across Northern Luzon, the state weather bureau said.

In its 5 p.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the storm was located 140 kilometers (km) east-northeast of Tuguegarao City, moving west-northwest at 20 km per hour (km/h). It is carrying maximum sustained winds of 75 km/h near the center and gustiness of up to 90 km/h.

Tropical Cyclone Wind Signal (TCWS) No. 2 is hoisted over parts of Northern Luzon, including Batanes, Cagayan, Isabela, Ilocos Norte, and portions of Ilocos Sur, Abra, Apayao, Kalinga, Ifugao, and Mountain Province. These areas may experience damaging gale-force winds within 24 hours.

TCWS No. 1 is in effect over nearby provinces such as La Union, Benguet, Quirino, Nueva Vizcaya, northern Aurora, and parts of Pangasinan and Nueva Ecija, where strong winds and light to moderate damage are possible.

A storm surge of 1.0 to 2.0 meters may affect coastal areas of Batanes, Cagayan including the Babuyan Islands, Ilocos Norte, and Ilocos Sur within the next 24 hours.

Crising is expected to bring heavy rainfall over large parts of Luzon, the Visayas, and parts of Mindanao due to its interaction with the southwest monsoon or habagat. Pagasa warned of possible flooding and landslides in areas prone to these hazards.

It is forecast to continue moving west-northwestward and exit the Philippine Area of Responsibility by Saturday afternoon.

Crising may intensify into a severe tropical storm by late Saturday or early Sunday while over the West Philippine Sea.
