The Prime Minister's position is on the brink, with rivals for the top job actively preparing to challenge his leadership. Despite taking responsibility for the losses, Starmer's decision to bring back Gordon Brown and Harriet Harman as advisers has reportedly fueled further anger among MPs who question his ability to revive Labour's fortunes.

In a dramatic intervention, Angela Rayner, the former deputy leader, issued an extraordinary statement that fiercely criticized Starmer's record in office. She presented a hard-Left vision for power, demanding a shift in policy direction and signaling a potential alliance with Manchester Mayor Andy Burnham by advocating for his return to Westminster. Rayner's statement condemned what she called a 'toxic culture of cronyism,' exemplified by the Peter Mandelson scandal, and criticized decisions such as cutting the winter fuel allowance. She stressed that Labour must re-establish itself as 'the party of working people' by addressing the cost of living crisis, tackling inequality, and promoting policies like public and community ownership, Fair Pay Agreements, a housing boom, renters' reform, and stronger devolved powers. She explicitly stated that blocking Andy Burnham from returning to Parliament was a mistake.

Meanwhile, allies of Health Secretary Wes Streeting have indicated his readiness to launch a leadership bid should Starmer's position become untenable. They believe the ongoing rebellion within the Labour party will intensify, leading to a contest in which Streeting, considered to be on the right of the party but strategically shifting left on issues like Gaza and welfare to appeal to members, stands to gain. His supporters are privately critical of Downing Street's handling of the post-election fallout, including the choice to re-engage Brown and Baroness Harman. However, Streeting faces challenges, including efforts from some MPs to prevent his candidacy, described as a 'Stop Wes' movement.

Andy Burnham, Mayor of Greater Manchester, remains a popular figure among party members and the wider public. Although previously blocked by Labour's national executive from returning to Parliament, Rayner's public backing for his return could strengthen his position. Burnham's supporters are now advocating for an 'orderly transition' of leadership, aiming to circumvent a swift contest that might favor sitting MPs like Streeting. Ed Miliband, the Secretary of State for Energy Security and Net Zero, has also emerged as a potential standard-bearer for the Left if Burnham remains excluded. While Miliband has avoided major scandals and reportedly asked Starmer for an exit timetable, concerns persist regarding his electability, given his previous rejection by the electorate in 2015.

A less conventional challenge has come from backbencher Catherine West, who has threatened a 'stalking horse' bid. She has indicated that if she remains 'dissatisfied' after hearing Starmer's upcoming 'reset' speech, she will seek the required 81 MP nominations (20% of Labour MPs) to trigger a formal leadership election. However, prominent Left-wingers, including former shadow chancellor John McDonnell and Richard Burgon, have warned against such a move, fearing it could be exploited by the party's right to orchestrate a 'palace coup' or a 'coronation' for a preferred candidate, rather than a truly democratic contest. Ms. West has also encouraged other women to stand, noting there has never been a female Labour leader.

Should a leadership contest be triggered, Labour Party rules stipulate that a challenger must be nominated by 20% of Labour MPs. The sitting leader's name automatically appears on the ballot. Party members with at least six months of membership, along with affiliated supporters like trade union members, would vote on a 'one person, one vote' basis, with the winner requiring more than half of the votes. Alternatively, Starmer could be forced out by a 'Cabinet revolt,' where a significant number of ministers resign or a massive groundswell of opposition from within the parliamentary party makes his continued leadership untenable, as occurred with Boris Johnson in 2022.

Facing these internal threats, Sir Keir Starmer is set to deliver a make-or-break speech today in a final attempt to salvage his premiership. He plans to present an optimistic vision for Britain, acknowledging that the government has been 'too gloomy' thus far. Starmer is expected to pitch Labour as a party for young voters, in part by advocating for closer ties with the European Union to foster economic growth, including a proposed 'youth experience visa' for under-30s. He has vowed to fight on for 'a decade in No 10,' envisioning his government as a 'ten-year project of renewal.' Despite this, he intends to maintain 'red lines' on returning to the single market, customs union, or free movement. Within his Cabinet, Education Secretary Bridget Phillipson has backed Starmer's ambition to remain Prime Minister, though she conceded that the public feels 'bitterly let down' and that policies like cutting winter fuel payments caused 'huge, huge problems.' However, former close ally MP Josh Simons has publicly called for Starmer's resignation, stating he has 'lost the country.'

Beyond the primary contenders, other figures such as Home Secretary Shabana Mahmood, Education Secretary Bridget Phillipson, Foreign Secretary Yvette Cooper, and Armed Forces Minister Al Carns are also considered potential candidates if the leadership contest fully opens up.
