Kenya has confirmed its first imported case of Ebola Virus Disease (EVD), sending shockwaves of anxiety across the country and prompting immediate, intensified response measures from the Ministry of Health. The confirmed patient, identified as a Democratic Republic of Congo (DRC) national who had traveled from Uganda, died on Saturday last week at The Nairobi Hospital. This case, identified as the Bundibugyo Ebola virus, has raised critical questions regarding the effectiveness of national border surveillance and emergency preparedness.

The patient's complex travel itinerary began in eastern DRC, where he may have left a treatment facility before moving through Ituri, crossing into Uganda, and eventually flying from Entebbe to Nairobi's Jomo Kenyatta International Airport (JKIA) on Saturday at 1:10 PM. Despite the high-risk origin, the patient was initially processed as an ordinary traveler, raising concerns about how he passed through international transit undetected. Health Cabinet Secretary Aden Duale confirmed that the patient underwent normal public health screening at JKIA before being transported to Nairobi Hospital, where symptoms consistent with Ebola were identified, leading to isolation.

The confirmation of Ebola took approximately 48 hours, as samples from the patient underwent rigorous testing. Duale explained that doctors at The Nairobi Hospital initiated the process, with blood samples first tested at the National Virology Laboratory, then at the Kenya Medical Research Institute (Kemri) laboratories, and further verified by the US Centres for Disease Control and Prevention (CDC). Confirmation was received by Sunday evening, explaining the interval between suspicion and official announcement.

In response to the crisis, the government has rapidly scaled up its containment efforts. Five hospitals—Kenyatta National Hospital (KNH), Moi Teaching and Referral Hospital (MTRH), National Police Hospital, Port Reitz Hospital, and The Nairobi Hospital—have been designated to manage EVD cases, offering a combined capacity of 241 beds. The Nairobi Hospital has the largest capacity with 130 beds, followed by MTRH with 50 and the National Police Hospital with 49. Additionally, 23 Ebola isolation and treatment centers have been established nationwide, and temporary isolation centers, including Malaba Health Centre, Busia Border, and Kocholia, are being set up near the Ugandan border. Alupe Sub-District Hospital in Busia County is also undergoing renovations to serve as a first point of care.

Surveillance at points of entry has been significantly intensified, with Gate 16 at JKIA designated for passengers and aircraft from 10 high-risk countries: DRC, Uganda, Tanzania, Ethiopia, Angola, Zambia, Rwanda, Burundi, South Sudan, and Central African Republic. Contact tracing efforts are ongoing, with Public Health Principal Secretary Mary Muthoni stating that 10 people have been quarantined and 57 contacts identified, with numbers expected to rise. Travellers are warned against providing false information on health declaration forms, which constitutes an offense under the Public Health Act.

However, the country's preparedness faces scrutiny. An anonymous traveler from the DRC reported that QR-code health screening, a system used in other countries, was not actively enforced upon her arrival at JKIA, raising questions about gaps in surveillance. Further concerns arose regarding the Uhai AI-powered health assistant, designed to provide Ebola information and guidance, as a test showed it allowed a user to proceed to screening without initial questions about travel history or symptoms.
