The company is actively expanding its self-service advertising platform, Ads Manager, into key new regions including India, Europe, the Middle East, and North Africa. Tens of thousands of advertisers are now utilizing the platform, with self-service access through Ads Manager becoming available in these new markets, allowing businesses to launch campaigns without requiring a managed contract or agency partner.

OpenAI's unique advertising philosophy centers on integrating suggestions directly into ongoing user conversations within ChatGPT. The premise is that users often arrive at ChatGPT already engaged in decision-making, such as comparing market options, planning renovations, researching job changes, or considering purchases. By positioning ads within these existing conversations, OpenAI aims to provide relevant suggestions rather than diverting users to a separate results page.

Initially launched under a managed-sales, agency, and partner-led model, ChatGPT Ads has evolved significantly. The product is now available in over 40 countries through OpenAI's Ads Solutions team and its network of more than 50 technology and measurement partners. The introduction of Ads Manager in May opened the platform to small and medium-sized businesses, which now constitute a material share of the total ad revenue. The VLOSE status imposes stringent new duties on OpenAI, with a deadline of January 2027 to meet these obligations. These duties require OpenAI to assess and mitigate systemic risks associated with its service and algorithmic systems, encompassing issues like the spread of illegal content, negative effects on minors, user well-being, protection of individual rights, electoral processes, and public security. The designation grants the Commission enhanced investigative powers over ChatGPT's functionality, with supervision conducted in collaboration with Coimisiún na Meán, Ireland’s Digital Services Coordinator, given OpenAI’s EU operational base.

The ad selection mechanism within ChatGPT's platform is designed to read the context of the ongoing conversation, enabling the system to select ads relevant to the user's current discussion. Depending on the user's country and settings, the system can also draw on context from wider ChatGPT usage, extending targeting to broader interests. OpenAI's ad principles emphasize protecting user trust, ensuring ads are clearly labeled as advertising, appearing separate from ChatGPT’s answers, and not influencing the information ChatGPT provides. Advertisers do not gain access to private conversations, and users maintain control over ad personalization, though specific internal trust metrics have not been published.

The advertising product itself has seen significant advancements. CPC (Cost Per Click) and outcome-optimized bidding now dominate campaigns on the platform. Advertisers primarily use Pixel and Conversions API integrations to feed conversion events back into the system for measurement and optimization. OpenAI has also introduced product feeds for syncing catalog information and offers sophisticated targeting options, including platform, geographic, and custom audience tools for targeting existing customer lists.
