Speaking on Thursday while unveiling his government's comprehensive AI strategy, Carney highlighted Canada's concerning dependence on foreign suppliers in this critical technological domain. He articulated that AI, the defining technology of our era, presents inherent risks given that the majority of data utilized in AI systems often traverses international borders.

Carney underscored that this reliance on external AI infrastructure creates tangible dangers, asserting that "foreign entities could access Canadian data, deploy AI products that shape Canadian lives without reflecting our values, and tilt the playing field against Canadian firms — while Canada lacks the leverage to push back or the ability to control." These remarks echo earlier sentiments expressed by Carney at the World Economic Forum in Davos, where he cautioned against global hegemons, such as the United States, leveraging economic integration to exert undue influence over smaller nations.

The government's newly introduced strategy document reinforces these concerns, characterizing AI as a "game of scale that is dominated by hegemons and hyperscalers." This dominance, it states, "poses a significant security and economic challenge as countries around the globe risk becoming subordinate or reliant on them." The strategy explicitly points out that Canadian researchers currently train models on foreign cloud platforms, Canadian companies store sensitive data in foreign jurisdictions, and even government operations rely on infrastructure not owned by Canada.

To counteract these profound risks and foster digital sovereignty, Canada's AI strategy outlines several proactive measures. A cornerstone of the approach involves Canada leading a coalition of "aligned democracies" or "middle powers" to navigate this new era. This coalition aims to "pool research, talent, compute and procurement power," thereby offering a credible alternative to the prevailing market actors that increasingly define the global AI landscape.

Domestically, the government plans to introduce new legislation specifically designed to enhance data protection and privacy for Canadians. Furthermore, a major initiative involves the establishment of a world-leading public AI supercomputer in Canada, aiming to build crucial sovereign capabilities within the country whenever feasible. The strategy emphasizes addressing these risks by "building its key sovereign capabilities domestically whenever possible, while partnering with trusted allies or buying existing market solutions when appropriate."

Beyond infrastructure and legislation, the strategy also tackles a recognized "major adoption gap" within Canada. Prime Minister Carney announced a nationwide AI literacy initiative, which will deliver artificial intelligence training to Canadians in educational institutions and community centers. This program will include free AI learning kits and courses designed to empower Canadians to identify bias and misinformation, while also equipping them with AI tools beneficial for their personal and professional development. Carney highlighted Canada's current standing, noting that globally, the country ranks near the bottom in terms of AI training, literacy, and public trust. He cited that a mere 12% of Canadian businesses currently utilize AI, with even lower adoption rates among small and medium-sized enterprises, underscoring the urgent need for these educational interventions.
