Zimbabwe Tourism Authority Plunges Into Crisis Amid Staff Purge and Governance Turmoil
The Zimbabwe Tourism Authority (ZTA) has recently undergone significant internal upheaval, marked by the retrenchment of numerous senior managers and widespread concerns regarding its internal procedures and governance. Over the past two weeks, a number of senior figures, including three directors and approximately a dozen heads of departments and managers, were laid off. These retrenchment letters were reportedly signed by the acting chief executive, William Stima.
These extensive job cuts at the state tourism body are occurring against a backdrop of existing labor challenges. Employees have faced considerable difficulties throughout the year, including persistent delays in salary payments, a complete lack of salary adjustments, and the non-payment of annual bonuses as the year draws to a close, further exacerbating staff anxieties.
Beyond the retrenchments and salary issues, significant questions have been raised regarding the ZTA's procurement and governance practices. Particular scrutiny has been directed towards contracts associated with the Sanganai/Hlanganani World Tourism Expo, which was held in Mutare in September 2025. Staff members have voiced concerns about the transparency and fairness of how some of these contracts were awarded, alleging potential non-compliance with established corporate governance procedures in certain procurement processes.
Further issues contributing to the internal unrest at ZTA include concerns about the operational integrity of its procurement unit, the administration of the Zimbabwe Tourism Fund, and proposed amendments to the Tourism Act. These developments have collectively intensified staff anxiety over the organization's commitment to transparency and accountability. Disturbing allegations have also surfaced from employees feeling intimidated in their duties, with claims that politically connected individuals were invoked by senior figures to exert undue influence.
Adding to the controversy, acting ZTA chief executive William Stima inadvertently revealed ongoing internal strife when he accidentally posted a message intended for the Ministry of Tourism and Hospitality Industry's permanent secretary, Takaruza Munyenyiwa, on his WhatsApp status. This message exposed further purges of senior employees within the authority, confirming the widespread internal removals. This public revelation has fueled an internal storm of controversy, with complaints emerging that some individuals are being unfairly targeted due to personal vendettas.
In response to the escalating situation, the Zimbabwe Tourism Authority is understood to have engaged legal practitioners. The aim is to facilitate an amicable retrenchment and separation process with the affected staff, indicating an an attempt to manage the fallout from the significant organizational changes. The ZTA is a statutory body with a crucial mandate to market Zimbabwe as a premier tourist destination and to coordinate the broader development of the country's tourism sector. The current internal turmoil raises questions about its ability to effectively fulfill these vital functions.
