The U.S. Department of Energy (DOE) is strategically repurposing its Cold War-era uranium enrichment sites into state-of-the-art artificial intelligence (AI) data center complexes, leveraging significant private equity investment to fund these ambitious projects.

This initiative aligns with the national security and economic priority of achieving AI superiority, as outlined by the Trump administration, transforming former DOE sites into what Energy Secretary Chris Wright describes as "engines of innovation and economic growth" to ensure the United States leads in the AI race.

A flagship project involves the government-owned Paducah Gaseous Diffusion Plant in rural western Kentucky. The DOE has selected investment firm Brookfield Asset Management, which boasts over $1 trillion in assets under management and specializes in real estate, energy, and data center services, to develop and operate a massive $100 billion data center complex at this location.

This colossal undertaking will include its own dedicated natural gas and battery storage power plant, making it the largest gas-fired power plant in Kentucky. NextEra Energy, a Florida-based power generation and transmission giant, is slated to build and own the power generation components, which will comprise 2 gigawatts of natural gas-fired generation, extensive upgrades to transmission networks and 2.6 gigawatts of battery energy storage, all designed to support a new 1.8 gigawatt AI data center campus.

Brookfield spokesperson Simon Maine indicated that approximately 30% of the $100 billion investment would be allocated to the construction of the data center and power infrastructure, with the remaining capital dedicated to equipping the data centers with essential equipment such as servers, routers, and semiconductor chips.

The project is expected to generate thousands of jobs and attract tens of billions of dollars in investment to the region, with construction anticipated to be completed by 2031. A power service agreement for the new plant will require approval from state utility regulators, and any excess electricity generated will be supplied to the regional grid.

The Paducah plant, a sprawling 3,550-acre site that ceased operations in 2013 and where the gaseous diffusion process for uranium enrichment is now considered obsolete, is currently undergoing extensive cleanup, decontamination, and decommissioning.

The DOE projected that cleanup at the site, which includes demolishing buildings, disassembling uranium converters, removing refrigerant, and treating a large plume of groundwater contamination, would be completed by 2065 at an estimated cost of $17 billion.

Furthermore, the department is exploring plans to provide some of the uranium waste stored at Paducah to companies seeking to re-enrich it using newer technologies for use in power plants.

Similar initiatives are underway at other former nuclear facilities. In March, the DOE announced a comparable project at its Portsmouth Gaseous Diffusion Plant in Ohio.

Earlier in July, engineering contractor Amentum was selected to negotiate a lease for developing an AI data center and an on-site power plant at South Carolina’s Savannah River Site, another massive complex historically used for producing materials for nuclear weapons like tritium and plutonium-239.

Despite the economic and technological ambitions, these projects have drawn scrutiny from environmental and public health advocacy groups. A newly formed group, Protect McCracken County, has voiced concerns about the projects near a river that serves 5 million downstream residents, calling for an independent study of the environmental impact.

Byron Gary, a senior attorney for the Kentucky Resources Council, emphasized the need for meticulous execution of any plans to develop the contaminated Paducah site or withdraw water from its underlying water table.

Gary also highlighted the climate change implications of constructing a large gas-fired power plant, which emits greenhouse gases, and expressed his organization's intent to ensure that regular ratepayers are not burdened with subsidizing the power plants and transmission upgrades.

He also stressed the importance of preventing the DOE from circumventing permitting processes to bypass environmental protection laws, asserting that there should be no justification to impose additional burdens on rural communities that are ill-equipped to bear them.
