Reeves' UK Economic Overhaul: New Taxes, Spending Shifts, and Budget Backlash Erupt

Rachel Reeves' latest Budget has unveiled a complex package of measures, featuring substantial tax adjustments, welfare policy shifts, and economic warnings. Critics describe some decisions as a "stealth raid" on key groups, while other reforms aim to tackle social inequalities and manage internal party pressures.
One contentious announcement was the extension of the income tax basic rate threshold freeze at £12,570 until 2030/31. This is projected to drag over one million additional pensioners into paying income tax, with a total of 10 million retirees affected by 2030/31. Working individuals will also see increased taxation, with 5.2 million more drawn into the tax net. Former pensions minister Sir Steve Webb highlighted the full new state pension will exceed the personal allowance from 2027/28, intensifying the tax burden on older individuals.
A major policy reversal was the lifting of the two-child benefit cap, projected to cost taxpayers £3 billion annually by 2030 while lifting 450,000 children out of poverty. Conservatives criticized this move as caving to Labour MPs, while Labour leaders lauded the change as a step towards child poverty reduction.
Further tax hikes impact graduates, with the earnings threshold for Plan 2 student loans frozen at £29,385 from April 2027 to 2030. The move is expected to raise £7.4 billion over six years, drawing more lower earners into repayments. Shadow Education Secretary Laura Trott labeled it a "£7.4 billion tax raid," highlighting financial pressure on younger generations.
The introduction of a High Value Council Tax Surcharge in England will affect properties over £2 million from April 2028, rising to £7,500 for properties above £5 million. Experts warned the policy could dampen the high-end property market, despite targeting under 1% of homes, particularly in London and the South East.
Home-working deductions will be scrapped from April, affecting basic rate taxpayers previously claiming £6 weekly. While employers can still reimburse eligible expenses tax-free, individuals could lose up to £62.40 annually.
Energy measures include a projected £150 reduction in average household bills through scrapping the energy company obligation scheme, while green levies shift temporarily to general taxation. A 3p per mile charge on electric vehicles adds costs for EV drivers, contrasting with frozen fuel duty for petrol and diesel vehicles.
Regarding public services, the government will assume full responsibility for Special Educational Needs and Disability (SEND) spending from local councils starting April 2028. The OBR warns of a £20 billion fiscal 'timebomb,' with rising costs threatening mainstream school budgets without significant reforms.
In agriculture, inheritance tax rules on farmland are eased, allowing married couples or civil partners to pass up to £2 million tax-free, while pensions face a £2,000 threshold for salary-sacrificed contributions from April 2029, affecting retirement saving strategies.
Cash ISAs will see a reduction to £12,000 annually from April 2027, with exemptions for over-65s continuing at £20,000. The OBR predicts GDP will be 1% lower this Parliament than forecasted, with 43 new or raised taxes described as a "Budget for self-preservation."
Warnings from the Bank of England, IMF, and ECB highlight potential market volatility, including a 35% slump in global and UK shares, which could reduce fiscal headroom from £22 billion to £6 billion, demonstrating the precarious backdrop for these fiscal decisions.
