Governor Guyo Arrested in Kidnap & Robbery Case, Vows to Surrender to DCI

The Director of Public Prosecutions (ODPP) has issued an order for the arrest and arraignment of Isiolo Governor Ibrahim Abdi Hassan, also known as Guyo, along with seven other individuals. The charges stem from the alleged kidnapping and robbery of a former county health chief, Abdirahaman Mohamed, in Machakos in June. This decision, announced on Friday, September 5, followed a comprehensive review of an inquiry file submitted by the Directorate of Criminal Investigations (DCI).
According to the ODPP's statement, the alleged incident took place on Thursday, June 19, at the Outbark Hotel in Maanzoni. Abdirahaman Mohamed, formerly Isiolo County's Chief Officer of Health, was reportedly meeting with 15 Members of County Assembly (MCAs) who supported the governor’s impeachment when Governor Guyo and his own supporters arrived. It is alleged that, acting under the governor's instructions, this group disarmed and assaulted Abdirahaman Mohamed before forcibly taking him into a vehicle. He was subsequently blindfolded, beaten, and later abandoned in the Ruai Sewage area.
During the alleged assault and kidnapping, Abdirahaman Mohamed reportedly lost several valuable items, including a licensed Glock pistol with 15 rounds of ammunition, an iPhone 16, KSh70,000 in cash, and various other personal belongings. The ODPP stated that crucial CCTV footage from the Outbark Hotel reportedly places Governor Guyo and the co-accused individuals at the scene of the incident. The suspects, who include Abdullahi Jaldesa Banticah (identified as a former Isiolo South MP and a speaker to a faction of the Assembly allied to the Governor), County Secretary Dade Boru, MCAs Abdirashid Ali Diba (Garba-Tula ward) and Abdinur Dima Jillo (Kinna ward), Ahmed Duale, Josephat Mwangi Komu, and Yusuf Maina, are set to face serious charges of kidnapping with intent to cause grievous harm and robbery with violence.
In response to the allegations, Governor Abdi Guyo has vehemently dismissed them as politically motivated and lacking any factual basis. He urged his supporters and residents to remain calm, stating his commitment to presenting himself voluntarily before the DCI at the earliest convenience to facilitate a thorough investigation. The governor expressed confidence that the truth would prevail and justice would be served following a full inquiry.
Further complicating the legal landscape, Lady Justice Dorah Chepkwony issued a conservatory order, restraining the DCI and the ODPP from arresting, charging, or otherwise interfering with Governor Guyo and the seven co-petitioners until their case could be fully heard. However, the ODPP, in detailed documentation on Friday afternoon, reaffirmed its directive for the DCI to proceed with the arrest and arraignment of the Governor and his co-accused to face the outlined charges. The ODPP emphasized its unwavering commitment to upholding its constitutional mandate in accordance with the law, public interest, and the administration of justice.
