An Albany woman, Jessica Bowie, 35, has been arrested and charged with allegedly plotting to bomb the New York State Capitol and kill state lawmakers after pledging allegiance to ISIS.

According to a federal criminal complaint, Bowie allegedly told a confidential FBI source that she supported the terrorist organization and sought assistance in constructing explosives, while authorities say she also conducted reconnaissance of the Capitol grounds.

Prosecutors have charged her with attempting to provide material support to a designated foreign terrorist organization, and she was ordered detained without bail following her federal court appearance.

Authorities allege Bowie communicated for about a month with a person she believed was an ISIS facilitator but who was actually an undercover FBI agent. Prosecutors say she discussed attacking the Capitol when the largest number of lawmakers were present, allegedly considered disguising herself as a food delivery worker to gain access, and expressed plans to flee to Syria afterward.

Investigators also allege that she purchased bomb-making materials on August 5 and was later provided with an inert device and firearm by informants before her arrest.

Federal prosecutors described the alleged plan as serious and dangerous, while First Assistant U.S. Attorney John A. Sarcone III characterized an attack targeting the Capitol and lawmakers as an attack on democracy.

New York Governor Kathy Hochul said there was no immediate threat to the public but assured residents that authorities would continue working with law-enforcement partners to maintain security. Bowie, who converted to Islam five years ago and allegedly adopted the name “Aisha Saif,” remains in custody as the federal case proceeds, and the allegations against her have not been proven in court.
