Trump Institute of Peace, witnessed by U.S. President Donald Trump, Rwandan President Paul Kagame, and Democratic Republic of Congo (DRC) President Felix Tshisekedi. This agreement, hailed as a "miracle" by Trump, aimed to bring an end to the protracted conflict in eastern Congo. However, just days after its signing, the deal faced immediate challenges, with DRC President Felix Tshisekedi accusing Rwanda of "violating" its commitments.

The eastern Democratic Republic of Congo has been plagued by three decades of conflict, intensifying earlier this year when the M23 militia, allegedly backed by Rwanda, seized the key eastern city of Goma in January. Hopes were high that this new peace deal, brokered by the US, could finally lead to stability in the mineral-rich region. The accord also included an economic component, designed to secure US supplies of critical minerals present in the region, thereby challenging China's dominance in the sector.

Despite the optimism surrounding the signing, many observers doubted the deal's longevity. Their skepticism proved prescient, as fresh fighting erupted the very next day, forcing hundreds to flee across the border into Rwanda. President Tshisekedi, in an address to the nation, explicitly stated, "Despite our good faith and the recently ratified agreement, it is clear that Rwanda is already violating its commitments." He cited attacks by Rwandan forces in several locations in South Kivu province, noting that units of the Rwandan Defence Forces carried out and supported attacks with heavy weaponry on the day after the signing.

The M23 militia, since resuming hostilities in 2021, has seized vast swathes of the eastern Congolese territory, leading to mass displacements and a spiraling humanitarian crisis. UN experts further corroborated these claims, reporting that Rwanda's army and the Kigali-backed M23 group carried out summary executions, arrests, arbitrary detentions, and caused mass displacements in the eastern DRC. Recent clashes have been reported between M23 fighters and the Congolese army, backed by thousands of Burundian soldiers, particularly in South Kivu province near Luvungi and Sange, as the militia continues its push towards Uvira, the last major town in the province not yet under its control.

The conflict's historical roots are tied to the 1994 Rwandan genocide, with Rwanda denying direct military support to M23 but insisting it faces an existential threat from armed groups, such as the Democratic Forces for the Liberation of Rwanda (FDLR), operating in the Congolese east. DRC, in turn, blames the Rwandan government for supporting M23 and potentially lending a hand to the FDLR.

Neighboring powers, including Burundi, have significant stakes in the conflict. With Uvira sitting across Lake Tanganyika from its economic capital Bujumbara, Burundi views the potential fall of the city to Rwanda-backed troops as an existential threat. Burundi has significantly increased its military presence in eastern DRC, deploying between 15,000 and 20,000 soldiers, with reports of casualties among Burundian troops. Civilian populations have been observed fleeing to both Burundi and Rwanda to escape the violence.

Beyond the political and military dimensions, Rwanda has strong economic incentives for peace and stability in eastern DRC. While numerous peace deals have been negotiated and broken over decades, a stable DRC could provide a massive market for Rwandan goods and labor, essential for Rwanda's ambitious economic reforms and rapid growth. Rwanda, despite being a top performer in the World Bank Ease of Doing Business survey and experiencing robust economic growth, faces the challenge of a small domestic market (just over 14 million people) which hinders its appeal to major international manufacturers and investors. A peaceful, large market in eastern Congo would unlock significant potential for Rwanda, supporting the viability of massive infrastructural projects like the 2 billion USD Bugesera airport and a standard gauge railway connection to Dar es Salaam, positioning Rwanda as a regional trading and logistical hub.

The intricate ties between Rwanda's prosperous future and peace in eastern Congo raise the question of whether economic interests can finally deliver lasting peace, where political and military interventions have repeatedly failed. As the ink slowly dries on the Washington Accords, all eyes remain on the region, and particularly on Rwanda, not only as a party to the conflict but also as a potential beneficiary of a stable eastern DRC.
