Albania Makes History: Nation Debuts First-Ever AI 'Minister' to Parliament
Albania's parliament recently witnessed the debut of an AI-generated government "minister" named Diella, presented by Prime Minister Edi Rama as a testament to his administration's commitment to transparency and innovation. Diella, an avatar depicted as a woman in traditional Albanian dress, delivered a three-minute address from large screens, asserting, "The Constitution speaks of institutions at the people’s service. It doesn’t speak of chromosomes, of flesh or blood... It speaks of duties, accountability, transparency, non-discriminatory service." The artificial persona further assured lawmakers of its strict embodiment of these values, potentially surpassing human colleagues.
Prime Minister Rama underscored that this AI bot is designed to enhance government efficiency and transparency, positioning it as a pivotal component of Albania's broader strategy to showcase technological advancements as the Balkan nation strives for European Union membership by 2030. Diella, which translates to "sun" in Albanian, was initially developed earlier this year in collaboration with Microsoft. Its prior role has been as a virtual assistant on the e-Albania public service platform, where it has successfully aided users in navigating the site and accessing approximately one million digital inquiries and documents.
Despite the government's optimistic presentation, the introduction of Diella has been met with significant criticism from opposition lawmakers. They vociferously argue that the AI bot is, in fact, a means for the government to conceal corruption. Their discontent was evident as they banged on tables, attempting to prematurely halt the debate on the government program, leading to the session concluding after just 25 minutes. The opposition also boycotted a subsequent vote on the Cabinet's program, though it ultimately passed with 82 votes in the 140-seat parliament. Notably, the opposition did not elaborate on their specific concerns regarding how Diella could be exploited to hide graft in public finances.
Diella, for its part, addressed the controversy directly in its parliamentary speech, stating, "I am not here to replace people but to help them." It further clarified its unique position: "True I have no citizenship, but I have no personal ambition or interests either," reinforcing the government's narrative of an impartial and dedicated digital assistant.
