Zambia's Constitutional Fury: Bill 7 & Delimitation Spark Public Outcry

In a recent address on November 29, 2025, the Bishop of the Diocese of Mansa, Rt. Rev. Patrick Chisanga, issued a fervent call for genuine dialogue regarding Zambia's ongoing Constitution making process. Speaking live on the Diocesan Facebook page and Radio Yangeni, Bishop Chisanga unequivocally affirmed that all citizens possess an inherent right to articulate their perspectives on national matters and to participate fully in the crucial process of constitutional reform. He notably commended the Republican President for fostering an environment conducive to such important discussions.
Elaborating on the essence of productive discourse, Bishop Chisanga emphasized that "Dialogue is a 'give and take' process which involves listening without any prejudice and respecting the views of others." He further extended praise to the Oasis Forum for their diligent execution of civic duties in this regard. Addressing the enduring question of the Church's involvement in national issues, the Bishop staunchly defended the Catholic Church's consistent and historical commitment to advocating for the common good. He cited numerous instances throughout Zambia's history, including the Church's previous opposition to Bill 10 under the late former President Edgar Lungu, as evidence of its unwavering stance: "The Catholic church stands for the common good of all people and the Church has consistently done so. This is not the first time the Catholic Church has opposed the constitution making process."
Turning his attention to current legislative developments, Bishop Chisanga observed that Bill 7 appears to be unduly narrow and carries noticeable tones of partisanship. Furthermore, the Bishop expressed profound regret over the escalating incidents of violence witnessed across the nation. He condemned all acts of political violence and disrespect towards leaders in the strongest possible terms. Specifically, he highlighted the unacceptable incident in Chingola, where stones were reportedly thrown at the President, stating, "It is unacceptable that people would disrespect the office of the president." He also broadened his condemnation to include other instances of political aggression, remarking, "If there was an attack on the PF secretariat, that too was unacceptable, if Given Lubinda was roughed up by young people in Kabwe, equally that was unacceptable…" In light of these regrettable events, he urged for greater restraint and mutual respect among all citizens.
In a demonstration of solidarity, Bishop Chisanga also extended his support to the people of Mwense, who have been impacted by reported river pollution stemming from mining activities. He described the pollution incident as both sad and entirely preventable, underscoring the river's vital role as a life source for the region and beyond. He concluded this segment by invoking God’s protection for the affected community. Bishop Chisanga brought his poignant address to a close by offering a heartfelt blessing for the nation: "May God bless our nation Zambia, let peace prevail, let dialogue be genuine, let us find common ground, without any alarming statements, without insults without dispising anyone, let there be respect of every citizen." This comprehensive message was attributed to the Catholic Diocese of Mansa.
