Massive Corruption Uncovered: Former Buffer Stock CEO Implicated in GHS40 Million Scandal

The Attorney-General’s Department is preparing to file charges against Hanan Abdul-Wahab, the former Chief Executive Officer of the National Food and Buffer Stock Company Limited (NAFCO), and his wife, Faiza Seidu Wuni. The charges, expected to be filed on Friday, October 24, 2025, include stealing, conspiracy to steal, wilfully causing financial loss to the state, using public office for profit, obtaining public property by false statements, and money laundering. This action follows an extensive investigation by the Economic and Organised Crime Office (EOCO), which uncovered an alleged large-scale financial fraud operation during Mr. Abdul-Wahab's tenure from 2017 to 2024.

Dr. Dominic Ayine, the Attorney General, revealed details of the investigation, codenamed “The Rumble in the Jungle,” during the Government Accountability Series on Wednesday, October 22. EOCO’s findings indicate that more than GH¢78 million was unlawfully transferred from Buffer Stock’s accounts into private and company accounts linked to Mr. Abdul-Wahab, his wife, and senior staff. While GH¢27 million of payments to Sawtina Enterprise were supported by records of genuine food supplies, over GH¢50 million lacked any evidence of goods or services delivered. These funds, originally designated for suppliers under the government’s School Feeding Programme, were allegedly diverted through seven companies suspected of being used for money laundering: Alqarni Enterprise, Aludiba Enterprise, Energy Partners Ltd, Fa-Hausa Ventures, Fa-Hausa Company Ltd, Aludiba Foundation, and Sawtina Enterprise.

Investigators also discovered that Mr. Abdul-Wahab and his wife allegedly utilized the proceeds of these illicit transactions to acquire a substantial portfolio of high-value real estate and luxury assets across the country. Furthermore, the couple reportedly became some of the largest private depositors at Republic Bank during the period of the alleged offenses. Several accomplices, including senior company officials, have been implicated in the ongoing probe. Mr. Abdul-Wahab was arrested in June 2025 and detained by EOCO for two weeks before being granted bail in the sum of GH¢60 million with two sureties.

The extensive list of properties allegedly acquired with the proceeds of crime includes numerous real estate assets. Among these is a five-bedroom house purchased from Chain Homes Limited between February 2019 and December 2020 for $1,625,000, with GHS 5,758,165 (equivalent to $230,841) paid directly from company accounts and the remainder in cash. A three-bedroom house at Cantonments, Accra, was bought in July 2020 from Golden Coast Developer Ltd for $600,000, acquired through Fa-Hausa Ventures and Fa-Hausa Company Limited, and registered in the name of Faiza Seidu Wuni. Plots at Finali’s Airport Development Site were acquired between October 2019 and February 2021 for $750,000 through cash payments, also registered in Faiza Seidu Wuni’s name, with a construction contract signed in July 2021 for $691,650 and architectural designs by Ansara Architecture Pty Ltd (South Africa). This property currently has an estimated value of $2.5 million.

Additionally, a 0.32-acre government land, initially acquired from the Ministry of Lands and the Lands Commission for GHS 307,200, was sold to Hanan Abdul-Wahab for GHS 2,567,000, with proceeds traced to criminal funds from Buffer Stock through Sawtina Enterprise and Alqarni Enterprise. The lease for this land was later changed to Faiza Seidu Wuni, and four units of four-bedroom apartments have been developed on it. Other properties include a seventeen-bedroom boutique hotel at Gumani, Tamale, operated through Fa-Hausa Company Limited, with a franchise signed with Villa Monticello for $250,000 to conceal ownership. A four-bedroom bungalow at Dzorwulu, Accra, is valued at GHS 4,142,451. A three-storey commercial building (Chicken Republic) is located at Estate Junction, Tamale. A five-bedroom mansion is situated at Kanvili, Dorado Street, Tamale, and a three-bedroom house at Kpalsi, Tamale. An additional one-storey building is located at No. 10 Selby Gardens, Achimota, Accra, alongside a 0.27-acre plot of land at Estate Junction, Tamale, and a 0.29-acre plot near Workers College, Tamale.

In connection with the investigation, several assets have been frozen, including a fixed deposit account belonging to Hanan Abdul-Wahab containing GHS 10,000,000 with Republic Bank, Labone Branch, Accra. Several vehicles and over 61 luxury handbags have also been confiscated.

In response to these allegations, Mr. Abdul-Wahab has firmly denied any wrongdoing, describing the claims as “untrue” and “deeply unfortunate.” In a statement released on Wednesday, October 22, he asserted that he had no involvement in the matters referred to by the Attorney General and has instructed his legal representatives to take steps to safeguard his reputation. He expressed confidence in clearing his name through the legal process, stating, “I look forward to the opportunity to present my side and to have my day in court, where I am confident that the truth will be made clear.” Mr. Abdul-Wahab reiterated his commitment to the principles of honesty, transparency, and integrity throughout his career.
