Hidden Benefit Revealed: Blue Badge Holders Can Get Free Travel!
More than 235,700 Blue Badge holders across Scotland may be unaware of a significant travel benefit: free bus journeys through the National Entitlement Card. While eligibility for this card is typically linked to specific disability benefits such as Personal Independence Payment (PIP), Adult Disability Payment (ADP), Child Disability Payment (CDP), Disability Living Allowance (DLA), or Attendance Allowance, individuals holding a Blue Badge may also qualify for free bus travel.
Applying for the National Entitlement Card as a Blue Badge holder is straightforward. According to Transport Scotland guidance, applicants simply need their Blue Badge, or their most recent V11 vehicle licensing reminder from the DVLA, or a DLA404 from the Department for Work and Pensions (DWP). It is also important to note that a valid Blue Badge issued outside Scotland, whether from the rest of the UK or another EU member state, is acceptable for this application. For disabled people who do not hold a Blue Badge, eligibility for free bus travel in Scotland is determined by meeting specific criteria. Residents are entitled to free bus travel with the National Entitlement Card if they receive qualifying DWP benefits such as Attendance Allowance, War Pension Constant Attendance Allowance, or the higher rate of the mobility component, or the higher or middle rate of the care component of DLA. Similarly, individuals receiving qualifying Social Security Scotland benefits, including Pension Age Disability Payment, Adult Disability Payment, or the higher rate of the mobility component, or the higher or middle rate of the care component of Child Disability Payment, also qualify.
Beyond bus travel, the Blue Badge itself offers substantial assistance, primarily by helping individuals park closer to their destinations. Eligibility for a Blue Badge is granted to those with a physical disability or health condition that impacts their walking ability, or those with a hidden illness like dementia, autism, or Parkinson's. Blue Badge holders, whether driving or as a passenger, can park for free in designated disabled parking bays and may be exempt from certain other parking restrictions.
Eligibility for a Blue Badge in Scotland can be automatic in several cases. Individuals automatically qualify if they are under 16 and have a letter confirming visual impairment eligibility from their care team; are 16 or over and registered or certified as severely sight impaired; receive the higher rate of the mobility component of DLA; receive PIP and scored 8 points or more in the 'moving around' activity or 12 points in the 'planning and following a journey' activity; or previously received the higher rate of the mobility component of DLA on an indefinite or lifetime basis, even if their PIP decision is currently under appeal. Additionally, those receiving Adult Disability Payment with 8 points or more in 'Moving Around', 12 points in 'Planning and Following a Journey', or the enhanced rate mobility without reference to points; the higher rate of the mobility component of Child Disability Payment; War Pensioners' Mobility Supplement; or a lump sum payment from tariffs 1 to 8 of the Armed Forces Compensation Scheme with a certified permanent and substantial disability, are also automatically eligible.
For those not automatically eligible, a Blue Badge may still be obtainable under specific circumstances. This includes individuals with a substantial disability lasting at least 12 months that renders them unable to walk at all or virtually unable to walk. Eligibility also extends to those who regularly drive and cannot use parking meters due to a severe disability in both arms. Furthermore, individuals responsible for a child under three years old who needs to be kept close to a vehicle for medical treatment or who uses bulky medical equipment that cannot be carried, may qualify. Finally, people with a mental health condition that impacts their awareness of traffic dangers when making journeys can also be considered for a Blue Badge.
