Four Abia civil servants selected for digital skills acquisition in China

Four officials from the Abia State Civil Service have been selected to participate in an all-expense-paid overseas training on Cloud Data Centre Planning and Construction from July 17 to August 6, 2025, in the Hubei, Jiangsu, and Henan provinces of the People’s Republic of China.
The intensive programme will cover critical skill areas such as Cloud Data Centre Design and Security, Artificial Intelligence and 5G Applications in Data Networks, Smart City Infrastructure, and Global Best Practices in Digital Transformation.
Facilitated by the Wuhan Research Institute of Posts and Telecommunications (FiberHome Technology Group), the training is made possible through the Office of the Chinese Consul General in Lagos. It forms part of China’s commitment to strengthening bilateral ties with Abia State and supporting its digital transformation agenda.
Those nominated for the training, following Governor Alex Otti’s approval, are:
Ms. Chibuzor Elizabeth Chijioke, Special Assistant to the Governor on Science, Technology, and Innovation;
Mrs. Justina Eboh, Permanent Secretary, Ministry of Science, Technology & Innovation;
Mrs. Nnedinma Nwadinobi, representative from the Ministry of Arts, Culture and Creative Economy; and
Mr. Ogwo Chimaoge, from the Bureau of Training under the Office of the Head of Service.
This development aligns with Governor Otti’s broader push for a digitally empowered civil service. In 2024, his administration, in partnership with the British High Commission, trained over 500 civil servants in digital skills—an initiative funded by the UK’s Foreign, Commonwealth and Development Office (FCDO).
Earlier in 2025, Governor Otti launched the Abia State Dedicated Internet Access/Wide Area and Managed Network Project, aimed at enhancing digital governance. He has also recently granted automatic employment to 19 top graduates of the TechRise ICT digital training programme, an initiative executed in partnership with all 17 Local Government Mayors and LearnFactory Nigeria.
Governor Otti reaffirmed his administration’s commitment to global exposure, innovation, and technical excellence within the public service, emphasising that this latest training opportunity marks another key step toward building a modern, efficient, and globally competitive state civil service.
