The Nigeria Civil Aviation Authority (NCAA) has issued a severe reprimand to Qatar Airways, alleging consistent disrespect for Nigerian passengers and flagrant non-compliance with the nation’s aviation consumer protection statutes. Mr. Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, disclosed that Qatar Airways has repeatedly contravened Part 19 of the NCAA Regulations 2023, which delineates passenger rights and airline responsibilities, displaying a pattern of neglect towards both travelers and regulatory bodies.

At the center of this dispute is a distressing incident involving a Nigerian couple en route to the United States via Doha. According to the NCAA, a female cabin crew member accused the male passenger of inappropriate behavior during boarding in Lagos. However, this allegation was not reported at the time of the alleged incident and was only formally raised upon their arrival in Doha. This delay led to the man’s arrest and an 18-hour detention, inflicting considerable humiliation and emotional distress.

Mr. Achimugu detailed the ordeal, explaining that the passenger’s wife, who was present throughout the boarding process, suffered immense mental, physical, and psychological trauma while her husband was held. To secure his release, the man was reportedly coerced into paying a substantial fine and signing a document written exclusively in Arabic, a language he did not comprehend. Despite these actions, Qatar Airways subsequently refused to transport him to his final destination, compelling him to purchase new tickets at significant financial and reputational cost.

The NCAA further criticized Qatar Airways for its evasive and unresponsive behavior concerning regulatory inquiries. When summoned to address the incident, the airline’s country manager failed to appear, instead sending junior staff—a tactic Mr. Achimugu described as habitual avoidance. More alarmingly, the airline allegedly disregarded NCAA rulings, neglected to respond to escalated complaints, and maintained complete silence in the face of a formal Letter of Investigation.

“This conduct will no longer be tolerated,” Mr. Achimugu declared, emphasizing that Nigerian law strictly forbids any airline from disregarding NCAA directives, furnishing false information, or violating consumer protection regulations. He underscored the critical importance of upholding Bilateral Air Service Agreements (BASAs) by all involved parties, asserting, “We will not allow airlines to flout our laws while diligently complying with regulations in Europe or other regions.”

The NCAA has pledged to implement stringent penalties against airlines that fail to comply, reaffirming its dedication to safeguarding the rights of both passengers and carriers. Director General Captain Chris Najomo has adopted a resolute stance, cautioning that the full extent of the law will be applied against any airline that persistently ignores NCAA determinations. This broader enforcement initiative also extends to other international carriers such as Royal Air Maroc and Saudi Air, which have been cited for similar infractions and face impending sanctions if they do not adhere to the NCAA’s consumer protection directives.

This development signifies a wider crackdown by Nigerian aviation authorities aimed at enforcing compliance and elevating service standards within the nation’s airspace. For Africa’s aviation and tourism sectors, it highlights the increasing assertiveness of regulatory bodies in protecting passenger rights and ensuring that foreign airlines respect local laws. It also serves as a potent reminder that adherence to consumer protection frameworks is non-negotiable, irrespective of an airline’s global standing or bilateral agreements. As Nigeria intensifies its oversight, airlines operating in the region must prioritize transparent communication, prompt resolution of passenger grievances, and full compliance with NCAA regulations to avoid reputational damage and operational penalties. The regulator’s firm approach is poised to redefine airline accountability in West Africa, fostering a safer and more respectful environment for travelers across the continent.
