Zelenskyy Navigates Tricky Peace Deal Terrain While Seeking Support Abroad

Ukrainian President Volodymyr Zelensky is slated to meet with key European leaders in London on Monday amidst ongoing efforts to forge a peace deal between Ukraine and Russia, and in response to a continuous US push for Kyiv to consider concessions. The high-level talks will include UK Prime Minister Sir Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz, representing the three largest military budgets in NATO outside the US. The primary focus of this meeting will be the ongoing peace negotiations and defining the next steps, with a particular emphasis on ensuring Ukraine’s ability to determine its own future and securing meaningful security guarantees that are robust, unlike a "toothless organization."
These discussions follow three days of talks in Florida between US and Ukrainian officials, where Ukraine’s chief negotiator, Rustem Umerov, advocated for changes to a White House plan perceived by some as accommodating central Kremlin demands. While both the US and Ukraine reported progress, former US President Donald Trump expressed disappointment on Sunday, stating that President Zelensky "hasn't read" the draft proposal as of a few hours prior. Trump further claimed that "His people love it" and that Russia was "fine with it," though he was "not sure that Zelensky is fine with it." Zelensky, who characterized earlier discussions with Trump's close aides, special envoy Steve Witkoff and son-in-law Jared Kushner, as "constructive, though not easy," indicated he was awaiting a briefing from Umerov either in London or Brussels, stressing the need for in-person discussions for "some issues."
The US-authored peace proposal has undergone several revisions since its initial emergence in November, following criticism that early versions were too lenient on Russia. Despite intense diplomatic efforts, including a five-hour meeting between Steve Witkoff and Russian President Vladimir Putin in Moscow last week, a significant breakthrough remains elusive. Key sticking points in the negotiations are territorial concessions and the fate of the Zaporizhzhia nuclear power plant. The US has suggested Ukraine withdraw its forces entirely from eastern regions that Russia has attempted to seize, in exchange for Russian withdrawals elsewhere and a cessation of fighting. Regarding the Zaporizhzhia plant, Europe's largest, currently under Russian control, a leaked early draft proposed splitting its future energy generation between Ukraine and Russia. Keith Kellogg, Trump’s outgoing special envoy for Ukraine, highlighted these two issues as particularly complex, stating that if they are settled, other aspects of the deal might "work out fairly well."
European allies, while participating in the efforts, have expressed concerns that the US-led peace initiatives might undercut the continent’s long-term interests in favor of a swift resolution. They have actively pushed back against drafts considered too favorable towards Russia and have shown skepticism regarding the prospect of deploying ground troops inside Ukraine, a move the Kremlin has labeled an escalation. The UK and France, however, have been instrumental in leading talks to assemble a "coalition of the willing," also known as the Multinational Force Ukraine, aimed at offering future defense support and potentially a reassurance force deployed in the country. This force would differ from a peacekeeping mission by not being classified as impartial, and its exact functions are yet to be clarified.
The Kremlin, on its part, has demonstrated little willingness to compromise on its core demands, explicitly ruling out any future path for Ukraine to join NATO. President Putin reiterated his commitment last week to continue fighting until his forces achieve full control of the Donetsk and Luhansk regions, which they currently control about 85%. Interestingly, Moscow responded favorably to the White House’s updated National Security Strategy, released on Friday, which outlines the administration's foreign policy views. The document suggests prioritizing improved relations between Europe and Russia to "mitigate the risk" of a wider conflict and critically assesses Europe’s policies on economy, migration, and liberty, asserting that these have brought Europe to the brink of "civilisational erasure." The Kremlin described this strategy as "largely consistent" with its own vision and a "positive step" forward, further complicating the European position.
Trump’s relationship with Zelensky has been described as "hot-and-cold" since his re-entry into the White House, with Trump consistently urging Ukrainians to cede land to end the conflict. His son, Donald Jr., echoed these sentiments, suggesting Zelensky was prolonging the conflict for fear of losing power and stating the US would no longer be "the idiot with the chequebook." The confluence of these varied perspectives and conflicting demands underscores the profound complexities and challenges inherent in reaching a lasting peace agreement for Ukraine.
