Uganda's Minister Embroiled in Luxury Gift Controversy: Rolls-Royce Approval Saga Unfolds
The outgoing Speaker of Parliament, Anita Among, is at the center of a significant political storm, primarily triggered by the revelation of her Shs3.5 billion Rolls-Royce Cullinan. This luxury vehicle has become a symbol of wider allegations, prompting investigations into corruption, abuse of office, and the accumulation of illicit wealth. Adding a new layer to the controversy, journalist Andrew Mwenda, known for his proximity to First Son Gen Muhoozi Kainerugaba, confirmed that Among had received the Rolls-Royce as a gift after seeking and receiving President Museveni's approval. This aligns with Among's own earlier statements, made in an interview with Daily Monitor, where she indicated the President was aware of the vehicle's acquisition.
However, the public revelations about the Rolls-Royce and the subsequent raids by security agencies on Among's lavish residences in Nakasero, Kigo, and Ntinda quickly overshadowed these details. The scale of her displayed opulence, including the seizure of at least six luxury vehicles – the Rolls-Royce, a Range Rover, Mercedes-Maybach, Lexus, and two Toyota Land Cruisers – along with her upscale homes, intensified the political pressure. This culminated in Among's announcement earlier this week that she would not seek re-election as Speaker when the 12th Parliament convenes on May 25 to elect its new leadership.
Despite the national attention garnered by these investigations, security agencies have remained conspicuously silent, offering no public briefings since the raids. This absence of official updates became a central point of discussion on the NBS Media Roundtable, where panelists, including former government spokesperson Ofwono Opondo, questioned the lack of transparency. Opondo emphatically demanded daily updates from the investigators, accusing them of "playing to the public gallery."
Amidst the growing scrutiny, Andrew Mwenda offered a defense of Among, asserting that she had utilized resources from Parliament to aid President Museveni's political mobilization efforts. Mwenda, known for his nuanced views on corruption, suggested that leaders who invest stolen public funds domestically should not be judged as harshly as those who transfer wealth abroad, implying a selective approach to accountability. This perspective, however, appeared to diverge from sentiments commonly associated with Gen Muhoozi's camp.
Conversely, opposition politician Salamu Musumba, leader of the People's Front for Freedom, fiercely criticized the investigations, labeling them as "shabby" and questioning their sincerity. Musumba argued that state institutions had previously ignored allegations surrounding Among's wealth for years, suggesting that the current actions were a "weaponized" use of the term corruption, selectively applied to target specific individuals. She dismissed the focus on the Rolls-Royce as "peanuts" compared to other known larger properties. Similarly, former Red Pepper director Arinaitwe Rugyendo observed that the unfolding events mirrored "textbook renditions" of past anti-corruption campaigns by the NRM, which historically yielded little genuine accountability, often featuring a "fall guy" to "hoodwink" the public. Journalist Raymond Mujuni further posited that the developments were strategically designed to pressure Among into abandoning the Speakership race, highlighting the difficulty in "taming human ambition."
In the political backdrop of the impending Speakership election, Gen Muhoozi indicated that President Museveni is expected to chair a meeting of the ruling party's Central Executive Committee. This committee has reportedly endorsed West Budama South MP and outgoing Defence Minister Jacob Oboth-Oboth for Speaker, with Thomas Tayebwa slated to be retained as Deputy Speaker. This development clarifies earlier indications that suggested Tayebwa might be dropped, particularly as Gen Muhoozi's Patriotic League of Uganda (PLU) had reportedly advocated for a female candidate for the deputy speaker position.
