Meru Constituents Demand MP Rahim Dawood's Ouster Over Stalled Projects & Controversial Finance Bill Support
A significant political development is unfolding in Kenya's North Imenti constituency, where residents, spearheaded by prominent Meru-based lawyer Mugambi Kiogora, have initiated a formal bid to recall their Member of Parliament, Rahim Dawood. This move comes in response to what constituents describe as a profound betrayal of trust and a failure to represent their interests effectively in the National Assembly. The recall petition cites several critical grievances, including Dawood's controversial vote in favor of the Finance Bill 2024, his alleged support for the impeachment of Deputy President Rigathi Gachagua, and a perceived failure to exercise proper parliamentary oversight on pressing issues such as abductions and killings nationally and within North Imenti. Additionally, residents accuse the three-term MP of neglecting his duty to lobby for budgetary allocations necessary to complete stalled development projects, particularly roads, within the constituency.
Mugambi Kiogora, who is overseeing the signature collection process destined for the Independent Electoral and Boundaries Commission (IEBC), emphasized that his actions are directly at the behest of North Imenti voters. He stated that constituents are eager to exercise their constitutional rights under Articles 97 and 98 of the Constitution and Section 104 of the Elections Act to recall their representative before the 2027 general election. Kiogora, an advocate, confirmed he is assisting his constituents by drafting the recall motion and facilitating the signature drive for verification by the electoral body. This petition highlights a growing disillusionment with political representation, a sentiment echoed by a broader demand among young Kenyans for a functional electoral body capable of facilitating such constitutional recalls.
In a formal declaration accompanying the signature collection, the petitioners opened with a preamble inspired by Kenya’s Constitution, affirming their unity, dignity, and desire for a representative government founded on justice and accountability. They specifically point to Dawood’s vote on the Finance Bill 2024 as a direct contravention of their wishes, given the widespread outrage and national protests it sparked due to its punitive tax measures. Furthermore, his alleged inaction amidst rising insecurity, especially the reported abductions and killings in Meru and nationally, has drawn strong criticism. Constituents also blame him for the lack of progress on stalled infrastructure projects, arguing that he failed to secure necessary budgetary allocations for roads, which remain impassable in many parts of Meru County. Another contentious point fueling the recall effort is his role in the National Assembly’s vote to impeach Deputy President Rigathi Gachagua, which petitioners view as aligning with political forces seeking Gachagua’s removal through irregular means.
Responding to the accusations, MP Rahim Dawood, who has twice been elected as an independent candidate, vehemently dismissed the recall bid as baseless and politically motivated. He questioned the legal threshold of the complaints, asserting that voting for the Finance Bill 2024 or on Deputy President Gachagua’s impeachment does not constitute grounds for recall under Chapter 6 of the Constitution.
