CAF Drops the Hammer! Senegal, Morocco, and Stars Hit with Shock Sanctions

The Confederation of African Football (CAF) Disciplinary Board recently issued a series of significant decisions regarding infractions committed by two prominent African football federations: the Fédération Sénégalaise de Football (FSF) and the Fédération Royale Marocaine de Football (FRMF). These decisions involved suspensions for coaches and players, as well as substantial fines levied against both federations for various forms of misconduct and unsporting behavior during official CAF matches.
Regarding the Fédération Sénégalaise de Football (FSF), several penalties were imposed. Mr. Pape Bouna Thiaw, the Head Coach of the Senegalese National Team, received a suspension for five official CAF matches. This stern measure was taken due to his unsporting conduct, which was found to be in violation of the CAF Disciplinary Code's principles of fair play and integrity, and for bringing the game into disrepute.
In addition to the match ban, Coach Thiaw was also issued a significant fine of USD 100,000. Furthermore, two Senegalese National Team players faced suspensions: Mr. Iliman Cheikh Baroy Ndiaye and Mr. Ismaila Sarr were each suspended for two official CAF matches. Their suspensions stemmed from their unsporting behavior directed towards the referee during a match.
The FSF itself was not exempt from financial penalties. The federation was fined USD 300,000 for the improper conduct of its supporters, actions that similarly brought the game into disrepute and violated the CAF Disciplinary Code's principles of fair play and integrity. An additional fine of USD 300,000 was imposed on the FSF for the unsporting conduct exhibited by their players and technical staff, which also contravened the principles of fair play, loyalty, and integrity, and was deemed to have brought the game into disrepute.
Lastly, the FSF received a fine of USD 15,000 for the overall misconduct of its National Team, specifically due to five of its players receiving cautions during the match, indicating a collective disciplinary issue.
The CAF Disciplinary Board also addressed issues involving the Fédération Royale Marocaine de Football (FRMF). Moroccan National Team player Mr. Achraf Hakimi was handed a two-match official CAF suspension for his unsporting behavior. Notably, one of these matches was suspended for a period of one year from the decision date. Another Moroccan player, Mr. Ismaël Saibari, faced a more severe penalty, receiving a suspension for three official CAF matches for his unsporting behavior, coupled with a fine of USD 100,000.
The FRMF as a federation also incurred multiple fines. A penalty of USD 200,000 was levied against the FRMF for the inappropriate behavior of the stadium's ball boys during the match in question. Moreover, the federation was fined USD 100,000 due to the improper conduct of their National Team players and technical staff.
This specific infraction involved the invasion of the VAR (Video Assistant Referee) review area and the obstruction of the referee's work, actions that directly violated Articles 82 and 83 of the CAF Disciplinary Code concerning fair play and integrity. Finally, the FRMF was fined USD 15,000 for the use of lasers by its supporters during the aforementioned match, highlighting concerns over spectator conduct.
Beyond these disciplinary actions, the CAF Disciplinary Board also reviewed a protest lodged by the Fédération Royale Marocaine de Football (FRMF). This protest alleged violations by the Fédération Sénégalaise de Football (FSF) of Articles 82 and 84 of the Regulations of the Africa Cup of Nations, specifically in relation to the TotalEnergies CAF Africa Cup of Nations Morocco 2025 Final. After careful consideration, the CAF Disciplinary Board ultimately rejected the protest put forth by the FRMF, concluding this round of disciplinary proceedings.
