Zimbabwe has officially launched the Zimbabwe Entrepreneurship Exchange (ZEEX), a new regulated capital markets platform designed to revolutionize access to funding for the country's small and medium-sized enterprises (SMEs). The initiative, spearheaded by Finance, Economic Development and Investment Promotion Minister Mthuli Ncube, was officially unveiled in Bulawayo on Friday, July 26, 2026, marking a significant step towards bolstering economic growth.

Regulated by the Securities and Exchange Commission of Zimbabwe, ZEEX is designed to complement existing capital markets infrastructure, including the Zimbabwe Stock Exchange (ZSE) and the Victoria Falls Stock Exchange (VFEX). Its primary goal is to provide SMEs with a structured and progressive pathway from initial private capital raising to eventual participation in public markets and, ultimately, listings on Zimbabwe's main stock exchanges.

The establishment of ZEEX directly addresses a critical and longstanding financing gap faced by Zimbabwean SMEs. Despite their immense economic importance—accounting for 76.1% of all businesses, generating approximately $14.2 billion in annual revenue, contributing $8.6 billion in value added to the economy, and employing over 70% of the workforce, as highlighted by the 2025 Economic Census—many SMEs struggle to secure traditional bank financing. This is primarily due to conventional lenders' requirements for collateral, which smaller businesses often cannot provide.

Under the innovative framework of ZEEX, businesses will initially raise capital through a dedicated private markets segment. In this phase, sponsoring brokers and corporate finance advisers will play a crucial role in structuring various financial instruments, including equity and debt, tailored for investors. As these companies mature and demonstrate growth, they can seamlessly transition to ZEEX's public markets segment, where their securities become accessible to a broader base of both retail and institutional investors. The ultimate progression for successful enterprises is a listing on either the ZSE or VFEX.

Officials anticipate that ZEEX will not only empower SMEs but also unlock new and attractive investment opportunities for a diverse range of participants. This includes pension funds, institutional investors, and crucially, Zimbabwe's diaspora community, who are seeking avenues to invest in the nation's burgeoning enterprises.

ZEEX signifies a strategic shift towards market-based financing for small businesses, offering a vital alternative to traditional bank lending. Critically, companies seeking capital through ZEEX will be evaluated on a more holistic set of criteria, moving beyond sole reliance on collateral. Instead, assessment will focus on factors such as their robust business model, the quality of their management team, their financial performance, and their future growth prospects. This approach aligns with successful junior exchanges and private market platforms implemented in other African markets, including South Africa, Nigeria, and Kenya.

If successfully implemented, ZEEX holds the potential to profoundly strengthen Zimbabwe's entrepreneurial ecosystem by significantly improving access to essential growth capital. Furthermore, it is expected to create a robust pipeline of high-potential companies capable of graduating to the country's main stock exchanges. This initiative is also poised to deepen domestic capital markets by expanding the spectrum of investable businesses and attracting greater participation from institutional and diaspora investors eager to gain exposure to promising, high-growth enterprises within Zimbabwe.
