Urgent Cocoa Payment Crisis: Government Rushes Funds to Anxious Farmers

The Ghanaian government has approved emergency measures aimed at swiftly addressing the severe liquidity crisis plaguing the nation's cocoa sector, ensuring prompt payments to farmers who have been owed for deliveries since November 2025.
This decisive action followed an extensive Cabinet meeting held on Tuesday, during which Minister of State in charge of Government Communications, Felix Kwakye Ofosu, detailed the government's comprehensive plan.
Kwakye Ofosu announced that Cabinet has also endorsed what he described as targeted financial interventionsand short-term credit facilities for cocoa buyers, designed to stabilize cash flow and prevent further delays in payments to farmers. The measures are intended to ensure that cocoa farmers, many of whom have been waiting since November 2025, receive their dues promptly and without bureaucratic hurdles.
He further stressed that the government is committed to protecting farmer livelihoods, safeguarding the cocoa supply chain, and maintaining Ghana’s reputation as a leading cocoa exporter. Transparency and accountability will be prioritized in the disbursement of funds, with regular updates provided to the public to instill confidence in the sector.
Kwakye Ofosu also noted that the interventions are temporary but strategic, aimed at addressing immediate liquidity challenges while setting the stage for long-term reforms that strengthen the cocoa industry’s financial resilience.
