Starting at 5 p.m. on November 2, and continuing for approximately nine to twelve days, the state agency will pause all unemployment services, accessible via both phone and internet.

During this downtime, individuals seeking benefits will be unable to file new claims, certify their existing benefits, or access their accounts. Furthermore, payments to current benefit recipients will be delayed; however, officials assure that all back money will be disbursed once the system upgrade is complete. Despite the service interruption, unemployed individuals are still expected to fulfill their weekly requirement of at least three job-hunting activities.

State labor officials emphasized that this modernization is crucial for a system that has struggled to meet the demands of contemporary users. The upgrade aims to simplify unemployment requirements for businesses, enable users to file claims conveniently on their smartphones, and enhance accessibility for individuals with disabilities. Commissioner Roberta Reardon stated that this upgrade, years in the making, is designed to deliver the results New Yorkers have been requesting, making the claim filing process more straightforward, efficient, and user-friendly.

Key changes introduced by the upgraded system include a new prompt requiring job seekers to provide all necessary documentation before submitting a claim, addressing missing information as the primary cause of stalled claims. To alleviate demand on call centers, the modernized system will allow claimants to upload documents, monitor their claim status, and communicate directly with staff. Businesses will also benefit from enhanced features such as 24/7 payment options, the ability to add third-party representation, and improved account management capabilities. The Department of Labor will notify both job seekers and businesses once the modernized system is fully operational and accessible again.
