Ukraine War Escalates: Russia Shifts to Air Strategy Amid Ground Losses, Analysts Claim

Analysts suggest that Russia's intensified air raids on major Ukrainian cities are a direct consequence of its failures to make significant advancements on the battlefield. This escalation also serves to divert attention from the increasing impact of Ukrainian long-range attacks deep into Russian territory, according to the Institute for the Study of War (ISW) thinktank.
Evidence of Russia's stalled offensive is mounting. Data from the Finnish Black Bird Group, reported by Reuters, indicates a sharp decline in Russian monthly territorial gains compared to the previous year. Furthermore, the Ukrainian open-source group DeepState reported that Russian troops in May 2026 achieved their smallest monthly gains since October 2023—a mere 14 square kilometers—despite a 37.5% increase in assaults. An ISW assessment confirmed that Ukrainian forces have largely halted the Russian spring-summer 2026 offensive, noting that Russia secured only a fraction of the territory in May 2026 compared to May 2025. This year, Ukrainian forces have also successfully recaptured territory. John Helin, a Black Bird Group analyst, emphasized that if Russia cannot significantly regain momentum, the objective of capturing Donbas this year will rapidly become unattainable.
Adding to Moscow's challenges, Mathieu Boulègue of the US-based Center for European Policy Analysis highlighted that Russia's war machine is contending with diminishing industrial capacity due to Western sanctions, alongside critically low stocks of nearly all weaponry. He noted that these factors are gradually, but effectively, altering the Kremlin's cost-benefit analysis for continuing the conflict.
In response to the ongoing hostilities and a scarcity of ammunition for foreign-supplied missile shield systems like Patriot, Ukraine is bolstering its indigenous defense capabilities. Fire Point, a Ukrainian missile and drone manufacturer, announced the successful test-flight of its FP-7.X ballistic missile, intended for air defense. The company's CEO, Iryna Terekh, stated that the fully controlled maneuvering flight would form the foundation of the future Freyja anti-ballistic interceptor.
Ukrainian forces have also been conducting significant strikes on Russian-held and Russian territories. An attack on “non-residential buildings in Simferopol” in occupied Crimea resulted in at least three fatalities and seven injuries, as confirmed by Sergey Aksyonov, the region’s head Russian official. Separately, Moscow-installed authorities in the Donetsk region reported a drone strike on a bus at Yenakiyevo, which was traveling from Moscow to Simferopol, killing seven people and wounding eleven.
Most notably, Ukrainian drone strikes hit energy and military sites in St Petersburg early on Wednesday, just hours before international guests gathered for an economic forum. These attacks, which also targeted the nearby Kronstadt naval base and shipyard in Leningrad oblast, home to Russia’s Baltic fleet, setting fire to the Russian guided-missile corvette Boikiy, caused deep embarrassment for Vladimir Putin. St Petersburg’s airport was temporarily closed, preventing some guests from flying in, and a pall of thick smoke hung over the city during the forum's opening ceremony. Kaja Kallas, the EU’s top diplomat, told Agence France-Presse that Ukraine’s increased deep strikes against oil facilities are crucial for cutting off funding for the war, stating that “Putin is losing money, men, and momentum, and that’s why he’s increasing attacks on civilians.”
Indeed, Russia has escalated its own attacks, particularly on Ukrainian civilians and infrastructure. In Kramatorsk, Russian shelling killed at least three civilians and injured eleven in a daytime attack on residential buildings. In the southern city of Kherson, a drone attack destroyed 36 apartments in a residential building, killing one person. Near Dnipro, the governor of the Dnipropetrovsk region, Oleksandr Hanzha, reported three Russian strikes that injured eight people and triggered a large fire, with three individuals hospitalized in serious condition. Ukrainian President Volodymyr Zelenskyy noted in his nightly address that Russian forces also struck food storage areas and a postal depot with drones and missiles.
Amidst this intensification of conflict, diplomatic efforts are reportedly underway. Bloomberg News cited sources indicating that officials from Germany, France, and the UK are collaborating with Kyiv on plans to engage Russia in negotiations to end the war. A German official confirmed to Reuters that a window for dialogue between Russia and Europe on Ukraine is slowly opening, though recent fighting suggests that initiating talks is likely to take months, rather than weeks.
