Uganda & Rwanda Strengthen Security Pacts in Landmark Musanze Talks

The Seventh Proximity Commanders' Meeting, involving the Rwanda Defence Force (RDF) 2 and 5 Divisions and the Uganda People's Defence Forces (UPDF) 2 Infantry Division, recently concluded in Musanze District, Northern Province, Rwanda. This three-day high-level discussion, held from Wednesday, February 18th to Friday, February 20th, 2026, aimed to significantly enhance bilateral security cooperation along the shared border between the two nations.

Commanders from both forces convened to review the progress made since their previous Sixth Session, which took place in Kabale, Uganda, from September 30th to October 2nd, 2025. The core of their deliberations centered on the robust implementation of agreed-upon border security initiatives. Critical issues addressed included the pervasive challenges of illegal cross-border movements, human trafficking, illicit trade, and livestock theft. Furthermore, the meeting specifically targeted the smuggling of illicit brews, as well as instances of fraud and impersonation occurring along the border regions.

A crucial outcome of the meeting was the unwavering reaffirmation of the enduring collaboration between the RDF and UPDF. Both delegations committed to sustaining this partnership through continuous dialogue, joint planning, and coordinated operations, underscoring their shared commitment to regional stability. Beyond military-to-military cooperation, participants emphasized the importance of broadening proximity meeting activities to actively involve local communities. This expansion will be facilitated through Civil-Military Cooperation (CIMIC) initiatives, dedicated environmental protection programs, and joint military exercises, fostering a more holistic approach to border security.

Speaking on behalf of the RDF leadership, Major General Ruki Karusisi, the Commander of the 5th RDF Division, lauded the spirit of openness, professionalism, and mutual respect that characterized the discussions. He stressed that this engagement solidified both countries' shared commitment to maintaining peace, stability, and trust along their common border. General Karusisi stated, "As commanders, we reaffirm our close coordination, information sharing, and joint approach to emerging challenges," highlighting the proactive stance taken by the forces.

Echoing this sentiment, Major General Paul Muhanguzi, the Commander of the UPDF 2nd Infantry Division, reiterated Uganda's steadfast commitment to fully implementing the resolutions adopted during the 7th Proximity Commanders' Meeting. He affirmed UPDF's readiness to remain responsive to any emerging border issues and expressed gratitude for the strategic guidance and support provided by the leadership of both Rwanda and Uganda in fortifying their bilateral cooperation. The ongoing efforts to enhance cross-border security and regional stability are set to continue, with the next Proximity Commanders' Meeting already scheduled for June 2026 in Uganda.
