Unfortunately the memorandum by the General Secretary to all Regional and Constituency Secretaries, dated 18th June 2025 does not satisfy the constitutional provisions of article 19 of the NPP.

As stated in the said memo the National Council after receiving the reportedly about 300 pages of amendments, the National Council established a 9-Member Constitution Amendment Committee.

The mandate of this Committee was according to the memorandum, to among other things, categorize and streamline the proposals into Amendment Motions etc etc.

What is going to be discussed at the Conference are the amendment motions.

No one at the Constituency level has seen them. The purpose of the article 19 is that everyone who is attending the Conference and who is going to vote is given notice in sufficient detail within a reasonable time of what proposals for amendment are.

The proposals for amendment are the Amendment Motions not the original about 300 pages amendments that were sent per a memo dated 18th January. If that is not the case then this streamlined document cannot be discussed.

The purpose of what is going to be discussed being sent to the Constituency is so that it can be discussed democratically at that level so that the delegates do not represent themselves but their constituencies. As we rebuild our Party everything must be done to make it inclusive as possible.

The streamline amended motions have not been sent to the Constituencies and Regions and this is breach of the letter and spirit of article 19 of the NPP Constitution.
