Russia Unleashes Sberbank for Crypto Exchange: Major Regulatory Shift

Russia is making significant strides in regulating its digital currency market, with the central bank actively expanding the list of authorized financial institutions. Recently, Sberbank, a major Russian bank, has been added to the central bank's prestigious register of organizations authorized to exchange digital currencies. This move places Sberbank alongside eight other key players on the exchange register, including state-controlled VTB, Russia's second-largest bank, and T-Invest Lab, a part of T-Technologies, which also owns the prominent online lender T-Bank.

Beyond just exchange authorization, Sberbank was also included in the list of digital depositories earlier this month. These depositories are crucial for maintaining records of cryptocurrencies and other digital rights, providing a foundational infrastructure for the burgeoning digital asset ecosystem. This dual authorization underscores Russia's accelerating pace in establishing a comprehensive regulatory framework for digital assets, particularly Bitcoin.

The central bank's decision follows a previous significant milestone for Sberbank. Last month, Sberbank announced it was the first institution in Russia to receive approval for bitcoin custody. The Bank of Russia had granted it the necessary green light for "digital currency record-keeping" and for facilitating the transfer of such assets, encompassing bitcoin and other, smaller cryptocurrencies. This status, as quoted by Sberbank, will enable the bank to offer services related to organizing the circulation of digital currency through interfaces that clients are already familiar with and use regularly.

The broader legal landscape for cryptocurrencies in Russia was solidified with the enactment of a new law on digital currencies and digital rights on September 1. This legislation created a robust and comprehensive legal framework governing the circulation of cryptocurrencies within the country. Under these new rules, transactions involving cryptocurrencies can now be conducted through a variety of established infrastructures, including traditional exchanges, brokers, and trustees. Crucially, the framework also explicitly includes crypto exchanges and digital depositories, formalizing their role in the market.

Within this framework, crypto exchanges are designated for the buying and selling of cryptocurrencies, while digital depositories are responsible for recording the rights to these digital assets. To facilitate participation, banks and other organizations have been able to apply to the Central Bank of Russia (CBR) for the requisite licenses since October 5. Furthermore, existing market players are granted simplified access, allowing them to obtain licenses on a notification basis within a remarkably short period of just one day, streamlining their entry into the regulated digital asset market.

The new regulations also delineate specific rules for different types of investors. Unqualified investors will be permitted to purchase bitcoin and other cryptocurrencies, including stablecoins, subject to an annual limit of 300,000 rubles (approximately $3,556) when transacting through a single intermediary. In contrast, qualified investors will enjoy unfettered access to all cryptocurrencies traded across both exchange and over-the-counter markets. Looking ahead, Sberbank is set to launch its dedicated crypto wallet in December. This launch will coincide with another major development in the Russian financial sector: the Moscow Exchange's debut of crypto trading, further integrating digital assets into mainstream financial operations.
