Publication of the 2025 Media Pluralism Monitor | Shaping Europe's digital future
The latest Media Pluralism Monitor report, published by the independent Centre for Media Pluralism and Media Freedom (CMPF), places most EU Member States in the medium risk category for media freedom and pluralism.
While no EU countries fall in the very high-risk category, the Media Pluralism Monitor report demonstrates that there is significant room for improvement. The report also covers certain enlargement countries where risks to media freedom and pluralism generally register higher risk levels.

The fundamental protection and political independence areas register as medium risk in the EU as a whole, while significant risks persist for all EU Member States when it comes to market plurality.
The Media Pluralism Monitor report is a key source of scientific information for the European Commission’s annual Rule of Law report.
The EU’s European Media Freedom Act, which enters into full application on 8 August, introduces new rules to protect media pluralism and independence in the internal market, including safeguards against political interference in editorial decisions and the use of spyware against journalists, rules for the independent functioning of public service media, for the transparency of media ownership, for the assessment of media market concentrations and for fair and transparent distribution of state advertising.
