In November, the situation in northern Gaza remained challenging in terms of security, with ongoing escalations. Various agencies, including WHO, UNICEF, ICRC, PRCS, and CADUS, have conducted missions to deliver medicines, medical supplies, and blood units, as well as to facilitate the medical evacuation of patients from North Gaza to the Gaza governorate. After five attempts, WHO successfully deployed the Mer-C Indonesia Emergency Medical Team to Kamal Adwan to assist with trauma cases, ICU patients, and obstetrics and gynaecology issues.
In addition to the ongoing insecurity throughout the Gaza Strip, which is particularly intense in northern Gaza, the winter season has begun, bringing heavy rains that have displaced internally displaced persons (IDPs) residing along the coastal road. The availability of food across the Gaza Strip is critically low due to limited humanitarian aid entering Gaza, compounded by an increase in looting incidents along Salah al-Din Road.
The Health Cluster carried out a mission with 11 health partners to Gaza City to support the implementation of a health service delivery scale-up plan aimed at addressing the healthcare needs arising from the significant influx of IDPs from northern Gaza. In southern Gaza, efforts are ongoing to restore pediatric and maternity services at Al-Kheir Hospital, while health services at the European Gaza Hospital have been finalized. The needs remain substantial, including the facilitation of medical supplies entry, targeted interventions for non-communicable diseases (NCDs), and the provision of mobile laboratories, generators, and generator oil for all health facilities across the Gaza Strip.

The escalation of violence in the West Bank continues to worsen. Between October and November 2024, over 200 documented attacks by Israeli settlers related to the olive harvest occurred in the region. Approximately 75% of these attacks resulted in casualties, property damage, or both, affecting 82 communities, with the highest concentrations in Nablus, Ramallah, and Hebron. Settler attacks against Palestinians have also led to casualties and property damage. The situation has also caused increased displacement due to militarized operations. During November, Health Cluster partners responded to the needs of affected populations, primarily in the refugee camps of Tulkarm and Jenin. The Health Cluster in collaboration with OCHA is planning to map health partners' interventions following the military operations.
