EU Announces AI Action Plan to Simplify Regulations and Boost Innovation

Brussels, April 10 (IANS) – In a strategic move to maintain its competitive edge in the rapidly evolving landscape of artificial intelligence, the European Commission has introduced the AI Continent Action Plan. This ambitious initiative is designed to streamline AI regulations, accelerate the development of AI infrastructure, and ensure that the European Union (EU) remains a key player in the global AI race.

Henna Virkkunen, the Executive Vice-President for Tech Sovereignty, Security, and Democracy of the Commission, emphasized the plan's focus on reducing regulatory burdens while ensuring that the implementation of the AI Act is both simple and conducive to innovation. The EU has long championed its digital regulatory framework as a global standard for governance. However, its stringent oversight, particularly in AI, has faced criticism from major technology firms, who argue that excessive regulation could stifle innovation and impede industrial growth.

The AI Continent Action Plan prioritizes the development of large-scale AI data and computing infrastructure. Key measures include improving access to high-quality data, advancing algorithm development, promoting AI adoption across strategic sectors, and enhancing education and training in AI-related skills. These measures aim to create a robust ecosystem that supports AI innovation and deployment across various industries.

The Commission's statement highlighted the establishment of 13 AI factories across Europe. Furthermore, the EU plans to support the creation of AI Gigafactories, which are massive facilities equipped with approximately 100,000 AI chips, providing four times the capacity of current AI factories. These Gigafactories will significantly enhance the EU's AI development capabilities.

Last year, the EU launched a call for setting up Artificial Intelligence (AI) Factories to boost the development of AI technology. These AI Factories will be created around the network of European High-Performance Computing (EuroHPC) supercomputers and will be available to a range of European users, such as startups, industry, and researchers, the European Commission had said.

Ursula von der Leyen, President of the EC, stated that AI Factories will help secure the EU's position at the forefront of this transformative technology. These factories will enable AI developers to train large generative AI models using EuroHPC supercomputers, providing access to data, computing, and storage services.
