The Spain international suffered a cruciate ligament injury during a 2-2 draw with Arsenal earlier this season, leaving City scrambling to find a replacement.
Luiz, meanwhile, has been available after falling out of favour at Juventus and has emerged as a late target for Pep Guardiola.
Initial suggestions had been that a loan deal was more likely than a permanent move, but Robinson has insisted a full-time return to the Etihad could be on the cards for the Brazilian.
He explained that Luiz’s knowledge of the Premier League and the position he would play at Man City have made the deal a “no-brainer”.
revealed last week that any deal for the 26-year-old would be seen as a stop-gap to fill in during Rodri's absence rather than a long-term option.
However, Robinson has insisted Luiz has the quality to establish himself in Guardiola’s midfield beyond the end of the season if a permanent deal was finalised.
“It seems to be a no-brainer if that’s a position they want,” he told
“He’s a player that knows the league and he’s a player of high quality.
“You look at the money that he left the country for.
“He knows the Premier League which is the important thing. He’ll know that midfield role and he’s the perfect fit for it.
“He’d relish coming back to the Premier League in all honesty.
“Manchester City are not going to get any worse than they have been, they’re going to be on an upward curve from now on, so it’d be a really good time for him to join.
“Also, when Rodri does get back fit, he gives Pep another option because he can play with both of them.
“He’d give Pep a problem when Rodri was fit as to how to fit him into the team, because I think he’d be a really good signing for them.”
