According to the Independent Policing Oversight Authority (IPOA), Talam was arrested on Friday, June 1,3 in connection with the murder of blogger Albert Ojwang'.
Speaking to the press, Omari denied claims that Talam was arrested while in Eldoret.
Omari further stated that Talam presented himself at the Directorate of Criminal Investigations (DCI) headquarters following a statement by Mohammed Amin in Parliament that the OCS was a person of interest in Ojwang's murder.
"I am at the Lang'ata Police Station, as you can see. I came to visit my client. Rumours are going round that Talam was arrested in Eldoret. It is not true. Today at 2 pm, Mr. Talam was accompanied by one of the lawyers and presented themselves at the DCI headquarters," Omari said.
The city lawyer further stated that following Talam's going to the DCI officer, detectives were ordered to hand him over to IPOA.
Omari added that Talam, in the company of his lawyer, recorded his statement before being taken to Lang'ata Police Station, where he is currently being held.
"When Talam arrived here, a standoff arose as to who was to book him. The DCI officers could not book him because they are not the investigators. IPOA has no legal capacity to book anyone in a police station because they are not police officers. hey are investigators. That lasted almost one hour," he said.
The lawyer stated that it was until the Senior Assistant Director of investigations at IPOA, Abdirahman Jibril, intervened by contacting the Lang'ata OCS that Talam was booked.
According to Omari, Jibril's actions caused statutory and constitutional questions on the matter. He stated that they are going to raise the matter in court.
"I can confirm that Mr. Talam is comfortable; he has not been harassed. He is well taken care off and he will be available to face the accusers in court," he concluded.
