The Nigerian federal government has approved a monthly transport allowance of N70,000 for public servants, effective for six months starting in November 2026. This initiative is a direct response to efforts aimed at cushioning the impact of rising living costs across the country. The approval was a key resolution from a conciliation meeting held between the Federal Government and the Nigeria Labour Congress (NLC) in Abuja on Tuesday, October 27, 2026. Beyond the transport allowance, the comprehensive agreement also tackled crucial issues such as outstanding allowances, arrears for health workers, ongoing minimum wage negotiations, and other significant worker welfare concerns.

The N70,000 monthly transport support will be extended to public servants across all levels, as stipulated in the memorandum of understanding. While the allowance is set to commence in November 2026, the agreement did not provide specific details regarding the exact payment date or whether it would be integrated directly with workers' monthly salaries. This temporary intervention is scheduled to run from November 2026 through April 2027, making it a six-month commitment rather than a permanent addition to salaries. Over this period, eligible public servants could potentially receive a cumulative total of N420,000, disbursed in monthly installments.

It is important to note that this N70,000 transport allowance is distinct from the national minimum wage. The minimum wage, which was previously increased from N30,000 to N70,000 in 2024, remains a separate discussion. The latest agreement did not resolve the disagreement over the effective date for implementing new minimum wage arrangements. Instead, the government and labour leaders committed to establishing a Minimum Wage Negotiation Committee to commence meetings immediately.

Despite the clarity on the amount and duration, specific payment procedures for the transport allowance are yet to be clarified. The memorandum does not detail whether workers need to apply, the designated payment channels, or the precise categories of public servants eligible for this support. Furthermore, the agreement encourages state and local governments to participate in this intervention, urging unions to advocate for its implementation. However, it does not automatically confirm eligibility for all state and local government workers, who are advised to seek clarification from their respective authorities.

In addition to the transport allowance, the Federal Government has also approved the payment of outstanding peculiar allowance arrears, effective from May 1, 2026. Disbursement of these arrears is slated to begin in November 2026, to be paid in three equal monthly installments. The total sum of these arrears and the exact amount each beneficiary will receive have not been disclosed.

Health workers have a specific arrangement within the agreement; the government committed to clearing 19 months of outstanding allowances owed to them within three months, starting in December 2026. Concurrently, the National Salaries, Incomes and Wages Commission is tasked with completing an assessment of the cost implications for adjusting the Consolidated Health Salary Structure within three weeks, with a final decision still pending.

Other critical worker welfare issues were also addressed, including hazard allowances for agricultural officers and a proposed tax relief for workers. Verification of beneficiaries and associated costs for agricultural officers' hazard allowances is expected to be finalized within two weeks. The tax relief proposal will be forwarded to the National Executive Council for consideration. The federal government and the NLC are scheduled to reconvene after one month to review the progress of these resolutions.
