The fans in question are subject to banning orders for previous acts of thuggish behavior related to soccer, such as violence, pitch invasions, and online hate crimes.

As a way to prevent football-related disorder at the highly anticipated tournament, fans who are already subject to football banning orders for such behavior will be required to surrender their passports from June 9 to July 13.

As per the Daily Mail, policing minister Dame Diana Johnson wants City and Chelsea fans traveling to the US to have a safe and enjoyable time supporting their teams.

"We know many Manchester City and Chelsea fans are eager to travel and support their teams this summer, and our priority is to ensure they can do so safely and enjoy the experience," Johnson said.

However, she warned that anyone who causes trouble using football as an excuse will face strict measures, just like in past tournaments.

"However, for the small number of troublemakers who use football as an excuse for bad behavior, we will enforce the same effective preventative measures that have worked in past overseas tournaments."

She said the government will continue working to stop hooliganism as part of its safety plans, making sure most fans can enjoy matches without any problems.

As part of the Safer Streets Mission and the government's Plan for Change, we will keep taking action against the small minority causing trouble, ensuring most fans can enjoy football matches peacefully."
