Rwanda's Capital Set for $100M Mobility Revolution!

The Rwandan Cabinet has formally approved a draft law to ratify a crucial financing agreement with the International Development Association (IDA). This approval marks a significant step forward for the Rwanda Urban Mobility Improvement Project (RUMI), which is set to receive a $100 million contribution from the IDA. This funding is part of a larger $239.8 million initiative aimed at comprehensively transforming Kigali's urban transport system, with additional support from the European Investment Bank (EIB), the European Union (EU), and the Government of Rwanda itself.

According to the Ministry of Infrastructure, RUMI is strategically designed to alleviate persistent traffic congestion, enhance public transport services, and broaden access to employment opportunities and essential services across Kigali. The capital city currently faces substantial mobility challenges, as its transport demand has consistently outpaced the existing infrastructure capacity. This situation is particularly evident in key transport hubs like Nyabugogo, which operate beyond their intended limits.

Kigali's urban mobility pressures are multifaceted, encompassing severe traffic congestion, inadequate pedestrian and cycling infrastructure, pressing road safety concerns, and an escalating issue of air pollution and greenhouse gas emissions. Current data reveals that only approximately one-third of jobs in Kigali are accessible within a 60-minute commute via public transport, highlighting significant gaps in both mobility and economic access. The RUMI project is fully aligned with Rwanda's overarching national development frameworks, including Vision 2050, the Second National Strategy for Transformation (NST2), the National Transport Policy, and the Kigali City Master Plan 2050, all of which prioritize the development of safe, inclusive, and climate-resilient urban mobility solutions.

A cornerstone of the RUMI project is the extensive upgrade of the Nyabugogo Multimodal Transit Hub. This facility is slated for transformation into a state-of-the-art, climate-resilient center, featuring enhanced passenger amenities, new commercial spaces, and fully integrated transport services to facilitate urban, intercity, and international travel. The modernization of Nyabugogo is expected to significantly ease congestion, optimize passenger flow, and ensure seamless transfers between various modes of transport.

Beyond the Nyabugogo hub, the project will also finance the establishment of Dedicated Bus Lanes (DBLs) along major corridors within Kigali. These new lanes will be complemented by upgraded intersections, improved sidewalks, dedicated cycling lanes, and advanced traffic management systems. The DBLs are anticipated to enable buses to bypass heavy traffic, thereby improving service reliability and drastically reducing travel times. Furthermore, RUMI plans to introduce second-generation bus service contracts, predicated on fixed timetables and distance-based fares, to enhance efficiency and overall service quality. Pedestrian and cycling infrastructure will also see substantial expansion in selected neighborhoods, particularly those linked to key transport corridors, to bolster last-mile connectivity.

In a strong push towards environmental sustainability, the RUMI project will actively support Rwanda's transition to cleaner mobility options. This includes strategic investments in electric transport systems, encompassing regulatory reforms, the procurement of electric buses, and the development of essential charging infrastructure and depots. These initiatives are aimed at significantly reducing greenhouse gas emissions and air pollution, while simultaneously strengthening climate resilience within Kigali's urban transport sector.

The project's scope extends beyond physical infrastructure to include critical institutional capacity building. RUMI will work to strengthen the capabilities of the City of Kigali, the Ministry of Infrastructure, and other relevant transport institutions. Plans also include the establishment of a specialized urban mobility center and the development of targeted training programs to improve urban transport planning and management expertise.

Officials anticipate that the RUMI project will yield widespread economic, social, and environmental benefits. Economically, it is projected to improve access to jobs, stimulate business activity, particularly around the Nyabugogo area, and create new employment opportunities within transport services, construction, and related urban development sectors. Socially, the project is expected to enhance access to vital services such as education and healthcare, significantly improve road safety—especially for pedestrians and cyclists—and expand opportunities for women and other vulnerable groups within the transport sector. Environmentally, RUMI is designed to encourage greater use of public transport, walking, and cycling, while actively supporting the adoption of electric buses and infrastructure specifically engineered to mitigate flood risks and other climate-related vulnerabilities.

Following Cabinet approval, the draft ratification law will now proceed to Parliament for its consideration and approval. Once legislative approval is secured and all financing conditions are met, the implementation of the RUMI project will officially commence. Preparatory work, including detailed feasibility studies, comprehensive design work, and thorough safeguard assessments, has already been finalized, setting the stage for the project's successful rollout.
